The ADNI for Requirements Cost and Effectiveness (RC&E) informs decision makers by delivering insight on the future intelligence environment and fact-based analysis on strategic issues, capabilities, cost, and effectiveness. RC&E provides systems analytic capability and conducts intelligence net assessments to inform decisions; delivers sound analysis that combines cost, programmatic, and technical acumen with discipline and collaboration; and leads effective IC requirements processes while producing accurate cost estimates for major systems and services.

This Senior Systems and Architecture Analyst assists the ADNI for RC&E in carrying out these polies and programs as stated above. To do this, RCE conducts independent systems analytic and operational research that combines cost, programmatic, and technical acumen with community collaboration. In addition, this position leads and conducts portfolio, architectural and end-to-end analysis; participates in the IC requirements process; supports accurate cost estimates for major systems and services; and supports the development of the Consolidated Intelligence Guidance. Specifically, this position will:

Lead, plan, design, and conduct major analytic and evaluative studies and reviews of cross-cutting Intelligence Community (IC) issues and programs to identify investment alternatives for Director of National Intelligence (DNI) decision.

Lead, plan, and apply knowledge of a broad range of systems analysis and statistical methods to assess current and proposed IC programs and make recommendations on how to improve program effectiveness.

Lead, design, conduct, and implement appropriate analysis, studies, investigations, and examinations of ODNI and IC programs and plans; construct and use simulation models, organize analysis teams and conduct analyses, and prepare written reports and briefings documenting these technical efforts.

Lead, plan, and develop background papers, talking points and other analytic products to support IC senior leadership to make informed programmatic decisions.

Lead, initiate, cultivate, and maintain productive working relationships with IC stakeholders, colleagues, and users to analyze systems and operations performance metrics, reporting requirements, and exchange knowledge and leverage information sharing techniques regarding current and proposed capabilities.

  • Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A two-year trial period is required for all new permanent appointments to the ODNI.

Qualifications

Academic background (e.g. Bachelor's of Science) in systems engineering, operations research, systems analysis or modeling and simulation.

Expert experience developing and applying quantitative and qualitative methodologies for decision support or systems analysis to identify alternatives for resolving complex issues.

Superior interpersonal, technical, and analytical skills required to effectively manage sensitive issues and expert ability to plan, lead, and implement complex technical projects.

Superior oral and written communications skills, including ability to clearly convey complex information and ideas at all levels of management.

Superior ability to develop consensus recommendations and to solicit input from colleagues and peers; superior ability to remain open minded and change opinions on the basis of new information and requirements.

Education

Bachelor's Degree.

Job Interview Travel: Candidates from outside the Washington, D.C., area may be selected for a telephone, teleconference, or in-person interview.

Salary Determination:

The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance.
Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step.
Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management.

On occasional instances when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to but not less than the employee's current annual base rate of pay, not to exceed the maximum rate (i.e., step 10) of the GS grade to which assigned.

Relocation Expenses: For new ODNI employees, reimbursement for relocation is discretionary based on availability of funds.
