Duties

  • You will exercise program responsibility for formulation, development, preparation, presentation, and administration of information systems objectives, policies, programs, plans, and projects.
  • You will provide technical expertise and oversight for system testing, operation, troubleshooting, maintenance of software, server farms, resolving complex customer problems, and analyzing effects of Enterprise initiatives and cyber actions.
  • You will perform project management activities through all phases of the project lifecycle (initiation, planning, executing, monitoring, controlling, and closing).
  • You will develop various project artifacts such as the project charter, scope, management plan, work breakdown structure, communication plan, risk mitigation, activity and milestone schedule and various other deliverables.
  • You will analyze proposed projects for proper justification and adequate supporting of requirements.
  • You will evaluate new applications development and management technologies and their effect on the operating environment.

Qualifications

Your resume must demonstrate at least one year of experience in the federal service or private or public sector demonstrating the following four competencies, as defined:

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector, demonstrating mastery knowledge of, and skill in applying, policy and planning concepts/practices and interrelations of multiple IT disciplines sufficient to manage an organization's Information System (IS)/Information Technology (IT) programs and support resources.

In addition to experience demonstrating the four competencies above, your resume must demonstrate one year of specialized experience equivalent to the next lower grade level GS-13 or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience includes duties related to the following: (1) Exercising managerial skills to plan, organize, coordinate and monitor many complex and interrelated IT efforts and tasks;
(2) Familiarity and executing IT project management best practice in support of IT business systems;
(3) Overseeing and directing for matrixed support teams comprised of Contractor and Organic team members in geographically disparate locations;
(4) Planning, coordinating and directing the work of subordinate staff and finding ways to improve production or increase the quality of work directed;
(5) Presenting new ideas and obtaining support from Leadership for changes to existing procedures through cooperation with associates, management and higher authority;
(6) Developing and maintaining coalitions with stakeholders to enable the support of an Agency's business;
(7) Developing and interpreting policies, procedures, and strategies needed to deliver mission-oriented DOD logistics system enhancements, modifications, and related system operations
support;
(8) Participating in the development of Agency-wide IT policy initiatives and solutions to critical issues in conjunction with other organizations.
