Duties

Help

As a Supervisory Building Management Specialist GS-1176-13, your typical work assignments may include the following under supervision:

  • Provides guidance and oversight to facility housing at all active sites implementing new work methods.
  • Implements policy, develops fiscal and operational priorities, annual budgets and oversight to the quarters facilities program BIE-wide.
  • Develops operations, maintenance procedures and instruction for the quarters program management and administration.
  • Provides oversight for effective and timely implementation and management of initiatives and recommendations for the housing program.
  • Serves as the program manager for all housing-related funding planning by consolidating, prioritizing and executing minor and major alterations, repairs, renovations and conversion projects annually.
  • Recommends staffing solutions for executing program management responsibilities. Serves on the technical evaluation boards for the selection of service and construction contractors.
  • Evaluates the condition of existing housing, housing needs, housing maintenance and utilization of housing.
  • Recommends and/or provides training for quarters administrative functions, operations and maintenance, budgeting, and employee awareness.

Qualifications

Applicants must meet the qualification requirements contained in the OPM Standards. For this position, they are listed below.

SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

GS-13: One (1) year of specialized experience equivalent to at least the GS-12 grade level in the federal service. Examples of specialized experience include: Recommend criteria for data collection and inventory information in an automated system such as IA-FMS; provide oversight for operations and maintenance of expenditures and obligation of funds for housing; plan, schedule and conduct projects and studies to improve the effectiveness and efficiency of work operations in facility management; provide reviews on requests for demolition or other use changes and make recommendations for the change of property management; implement policy, annual budgets and oversight for quarters facilities program activities; manage a wide variety of difficult and complex work assignments which involve the full range of housing activities.

Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year (52 weeks) of service at the next lower grade level.
