Duties

Help

As a Supervisory Human Resources Specialist, your duties will include, but are not limited to the following:

  • Perform all supervisory functions over federal employees (approve leave, conduct performance reviews, monitor and redistribute work, train and coach staff, etc.).
  • Provide recommendations to NIH managers and supervisors in assigned servicing areas on matters involving a broad range of complex, sensitive, and/or controversial Human Resources issues.
  • Propose and develop new or revised external policies, practices, or programs to deal with various recruitment issues.
  • Research, define, and document best practices regarding external recruitment techniques in both the Federal and private sectors.
  • Participate in management meetings to discuss organizational changes, turnover, changes in skills requirements, position allocations/ authorizations, and other issues impacting recruitment programs.
  • Provide expert advice on major organizational planning issues, such as the expected impact of reductions in work force, reorganizations, or other mass changes or situations involving a broad perspective on complex, interrelated actions.

Qualifications

You qualify at the GS-14 level if you meet the following qualification requirement:

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service, obtained in either the private or public sector, performing the following types of tasks: serving as an authority to managers and staff on controversial human resources issues; coordinating projects to improve human resource program efficiency and effectiveness; advising hiring managers on organizational staffing and planning issues; delivering reports to senior management officials on matters of significance affecting an entire organization.

  • This position is designated as a "non-emergency/teleworker" position and the selected candidate will be considered a "nonemergency/teleworker" employee. In the event of a closure, you must be available to telework or request leave.
  • A one-year supervisory trial/probationary period may be required upon selection/ placement.
  • At the supervisor's discretion, this position may offer work schedule flexibilities: telework, remote work, compressed schedules, flexible schedules.
  • This position is eligible for remote work, a position designation where little to no onsite presence is required (e.g., once or twice annually). You may work anywhere in the U.S., including any of the territories. Worksites outside of the U.S. are prohibited. Your pay is determined by the geographically defined pay locality applicable to your approved worksite (e.g., home residence).
