This position is located at Assistant Secretary for Management/CFO, DAS Information System & CIO. As an IT SPECIALIST (INFOSEC) (PLCYPLN) (PKI PROGRAM MANAGER), you will serve as the Treasury Public Key Infrastructure (PKI) Policy Management Authority (PMA) and is a subject matter expert in the areas of digital services and PKI. The employee creates Treasury policy, develops PKI and digital services systems, applications, and tools, and conducts audits.

As an IT SPECIALIST (INFOSEC) (PLCYPLN) (PKI PROGRAM MANAGER), you will:

  • Develop digital services and PKI policies, procedures, technical documents, as well as interagency agreements and acquisitions documentation to ensure digital services and PKI reliability and accessibility for Department-wide use cases.
  • Evaluate the effectiveness of existing programs, identify new processes, techniques, and procedures to upgrade and enhance security protocols.
  • Lead technology initiatives and technology policies across the government, promote user centric-design, integration of secure digital applications, standards-based approaches to secure development, and modern project management and development processes.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience for the GS-15: Specialized experience is one year of experience at the GS-14 level, or equivalent, that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Specialized experience for this position includes:
- Monitoring Public Key Infrastructure (PKI) program compliance to requirements, regulations, or established performance levels; AND
- Experience with PKI program analysis, including the experience guiding and structuring work and understanding large quantities of information and the production of a wide variety of written materials; AND
- Serving as a PKI Policy Management Authority (PMA) and experience with Identity, Credential and Access Management (ICAM), gained either in the public or private sector; AND
- Participating as a team leader on interdisciplinary project teams.


The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed
below.

  4. Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
