Duties

Help

The following are the duties of this position at the GS-9. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • Answers questions and provides guidance on providing customer support, troubleshooting, system administration, and maintaining various HR systems (e.g. the HR Connect suite of systems, webTA, and the National Finance Center's suite of systems).
  • Makes recommendations on how to take advantage of automated system capabilities. Assists in solving issues and implementing organizational and procedural changes and provides advice and guidance to contacts on a variety of problems as they relate to automated HR systems and reports.
  • Designs, updates, and distributes reports in a variety of formats depending on the needs of the target audience. Reviews generated reports and statistics for accuracy and applicability to a given project. Identifies and resolves issues. Recommends alternatives when requested reports and data do not achieve the desired objective. Ensures the sensitive HR data in these reports is distributed only to the appropriate authorized individuals who need it to fulfill their HR function.
  • Performs user acceptance testing for upgrades or changes to multiple HR systems, identifies system defects, reports findings and makes recommendations for enhancements and system upgrades.
  • Provides guidance to assistants in responding to call center calls from franchise customer agencies regarding basic questions covering a variety of HR disciplines, such as payroll, personnel processing, personnel records maintenance, verification of employment, and employee benefits. Independently researches SOPs, system documentation and problem resolution guides for information regarding issues that assistants have been unable to resolve.

  • Must successfully complete a background investigation. Periodic reinvestigation is required no later than five years after selection and at least every succeeding five years.
  • Public Trust - Background Investigation will be required.
  • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé.

Specialized Experience for the GS-09: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience is defined as:

  • Experience assisting users with a variety of automated HR systems or software in support of an organization's program operation; AND
  • Experience serving as a liaison between systems vendors or business partners and customers to resolve system problems or access requests.
OR you may substitute education for specialized experience as follows:
  • Master's or equivalent graduate degree; OR
  • 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
OR you may qualify on a combination of education and experience as follows:
  • To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. Options for qualifying based on a combination will be identified in the online questions.

Specialized Experience for the GS-07: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position is defined as:
  • Experience providing customer service in a help desk call center environment on HR system related questions; AND
  • Experience explaining various aspects of HR systems, policies, or procedures.
OR you may substitute education for specialized experience as follows:
  • One full year of graduate level education; OR
  • Superior Academic Achievement based on a bachelor's degree that is demonstrated through class standing (upper 1/3 of class); or grade point average (2.95/4.0 overall or 3.5/4.0 in major), or election to membership in a qualifying national scholastic honor society. (Attach copy of transcript or list of college courses designating semester or quarter hours earned to ensure proper credit.)
OR you may qualify on a combination of education and experience as follows:
  • To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Options for qualifying based on a combination will be identified in the online questions.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-9, you must have been at the GS-7 level for 52 weeks.
For the GS-7, you must have been at the GS-5 level for 52 weeks.
