Major Duties:
- Develop and maintain strategic plans.
- Develop methods to monitor and measure risk, compliance, and assurance efforts.
- Ensure that all acquisitions, procurements, and outsourcing efforts address information
security requirements consistent with organization goals.
- Serves as a primary stakeholder in the underlying information technology (IT)
operational products, processes and functions that support the product(s) and services,
to provide direction and monitor all significant activities so the service is delivered
successfully.

- Lead and participate in the acquisition process for assigned programs and products.
- Provides direct supervision to a staff of up to eight or more subordinate employees.
- Supervises and directs the efficient planning and operation of the program; develops short-and-long range plans with employees and/or contracted personnel; manages the program; sets priorities and deadlines; reviews and assigns work.

EDUCATION:
Education:
All academic degrees and coursework must be from accredited or pre-accredited institutions

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

OR BASIC REQUIREMENT

EXPERIENCE:
Applicants must have IT-related experience demonstrating each of the four competencies listed below at a proficiency level equivalent to the next lower grade level in federal service.
  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
SPECIALIZED EXPERIENCE:
In addition to the basic requirement, a qualified candidate's online application and resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:

GS-14 grade level: One year of specialized experience equivalent to the next lower grade GS-13. Specialized experience for this position is defined as: Experience managing complex IT software development projects, leading and managing software developers and development teams, and project/program management experience demonstrated by assignments where you analyze a number of alternative approaches in the process of advising management concerning major aspects of ADP system design including what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
