As a Deputy Director for Technology and Products, you will:

  • Provide executive-level technical strategy and implementation, programmatic, managerial leadership, and guidance.
  • Oversee execution of public health data strategy milestones and Division activities, and the technical implementation unit's evaluation and tracking of outcomes and measures.
  • Interact with comparable offices in other Agencies, professional groups, and partners on Office and Agency programs.
  • Serve as a primary liaison to coordinate activities with private and external stakeholders and other federal agencies.

Qualifications

All competitive candidates for SES positions with the federal government must demonstrate leadership experience indicative of senior executive level management capability. To meet the qualification requirements for this position, you must show in your resume that you possess the six Fundamental Competencies, the five Executive Core Qualifications (ECQs), and the Professional/Technical Qualifications (PTQs) listed below. Your resume should emphasize levels of responsibility, scope, and complexity of programs managed, program accomplishments, and results.

BASIC QUALIFICATION REQUIREMENTS:
Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

In addition to meeting the basic qualification requirements, applicants must also meet the minimum qualification requirements described in the specialized experience statement below.

SPECIALIZED EXPERIENCE REQUIREMENT
You must have one year of specialized experience which is directly related to the position, and which has equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, include senior-level leadership experience with providing supervisory direction to an organization providing technical strategy and implementation, programmatic, and data modernization guidance for the organization's goals, objectives, and plans.

EXECUTIVE CORE QUALIFICATIONS (ECQs)

5. Building Coalitions: The ability to build coalitions internally and with other federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

PROFESSIONAL/TECHNICAL QUALIFICATIONS (PTQs)
This position also requires that you have PTQs that represent knowledge, skills, and abilities essential for success in this role. The following PTQs must be evident in your resume.

1. Ability to lead, manage, and coordinate complex technical implementation and programmatic efforts for the CIO, including overseeing the execution of public health data strategy milestones.

2. Highly specialized, cross-cutting experience with public health data and policy collaborating with jurisdictional and private partners and intergovernmental affairs.

3. Demonstrates knowledge of technical leadership serving as an advisor to the Director to bring about data modernization change to meet organizational goals.

If selected, you will be required to complete an ECQ package by drafting narratives for each of the ECQs to be certified by an OPM Qualifications Review Board (QRB) prior to being appointed to the position. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by the Office of Personnel Management (OPM), you will not need to draft ECQs.

Additional information

Salary for SES positions varies depending on qualifications. The annual salary range is at the top of this announcement. This position might be eligible for performance bonuses and performance-based pay adjustments.
