Summary

This is a U.S. Public Health Service position within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of the Chief of Staff (OCoS), IHSC Communications Unit (ICU). This is a non-supervisory position.

This position is only open to USPHS officers.

DUTIES AND RESPONSIBILITIES:

  1. Enhances awareness of IHSC and its brand through new and emerging digital media.
  2. Manages digital media software and platforms.
  3. Identifies appropriate digital communication initiatives through continuous research and training.
  4. Serves as first line communications to stakeholders requesting web content services.
  5. Tracks and manages project resources to ensure delivery of web content.
  6. Manages and resolves standard web content support requests such as permission modifications, form modifications, and content management.
  7. Designs and carries out a variety of projects and communications initiatives to enhance the dissemination of information and increase the understanding of the IHSC's missions and accomplishments.
  8. Produces materials for IHSC brand development, storytelling, and marketing strategy in all digital media formats.
  9. Reviews communications materials for IHSC web pages, external audiences, and for internal communications products for IHSC staff.
  10. Leads the development, review, publication, and maintenance of web content and delivery systems to provide information to IHSC external and internal audiences.
  11. Works closely with agency subject matter experts to produce content that is timely, accurate, and consistent with agency policy and agency standards for style, format, and accessibility.
  12. Uses photo editing tools and Microsoft Office products to write, edit, design, format, and maintain content in appropriate style for both print and online mediums.
  13. Manages assigned projects and tasks in a timely and efficient manner consistent with priorities of DHS/ICE and the division. Manages workload to ensure sometimes inflexible deadlines are met.
  14. Deploys for up to 30 days a year to internal facilities as needed through IHSC's TDY On-Call Schedule (ITOS).
  15. Additional duties as assigned.

Education

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  1. Officer must possess a qualifying degree for the officer's category and an advanced degree (e.g., M.A. or M.S.) from an accredited institution plus a minimum of five years of professional experience relevant to the officer's category.
  2. Officer must possess at least one year of digital communications experience, including
    experience with graphic design software applications, such as Canva, Photoshop, or InDesign.
  3. Knowledge of design best practices for SharePoint and websites.
  4. Knowledge of consulting, writing, editing (photo/video/text) presentations, and communication.
  5. Knowledge of social media and marketing principles.
  6. Experience in graphic and layout design to create fact sheets, magazines, infographics, and other communications products.

Additional information

Incumbent serves as a digital media communications specialist for IHSC Communications Unit, Strategic Communications Team. The Strategic Communications Team develops, facilitates, and oversees official strategic communications across multiple platforms with internal and external audiences; maintains IHSC websites; develops and administers the agency's SharePoint infrastructure; and analyzes the effectiveness of implemented communication strategies.

IHSC has a multi-sector, multidisciplinary workforce of more than 1,670 employees, including federal civil servants, U.S. Public Health Service (PHS) commissioned officers, and contract staff. IHSC provides on-site direct patient care to detained noncitizens at 18 detention facilities throughout the country. It manages the provision of off-site medical care for noncitizens housed in approximately 128 additional non-IHSC-staffed facilities. In Fiscal Year 2023, IHSC delivered health care to approximately 131,000 detained noncitizens from 180 different countries. IHSC also provides medical support during ICE enforcement operations in the air, on the ground, and at sea.

IHSC's Communications Unit (ICU) oversees and facilitates official communications with internal and external audiences, maintains IHSC websites, and administers the agency's SharePoint infrastructure. ICU supports IHSC senior leadership and all IHSC units, offices, programs, and facilities. The unit coordinates agencywide workgroups, comprising representatives from headquarters and the field, to improve IHSC's overall communication environment and internal SharePoint capacity.



SUPERVISORY CONTROLS:
Incumbent reports to the team leader, Strategic Communications Team, IHSC Communications Unit. The team leader, Strategic Communications Team, reviews products to ensure they meet guidance and specifications.
