Major Duties and Responsibilities:

The National Intelligence Council (NIC) consists of the most senior intelligence analysts supporting the Director of National Intelligence (DNI) in carrying out responsibilities as the head of the Intelligence Community (IC) and as the principal adviser to the President for intelligence matters related to national security. The NIC produces a variety of all-source, IC coordinated intelligence reports, including its flagship product, the National Intelligence Estimate, which represents the Intelligence Community's most authoritative statement on a key national security issue.

Support the NIC Front Office Chair and Vice Chair's by monitoring incoming memoranda, reports, analytic products, and requests for information or comment; prioritizing urgent items; and researching items of particular interest.

In coordination with select NIC FO Staff, draft and/or edit outgoing correspondence, speeches, and briefs on behalf of the NIC Chair. Review written material for proper formatting, grammar, and punctuation; proper coordination; and substantive content prior to NIC Chair signature or approval.

Ensure timely, professional internal and external response coordination and execution of all internal and external taskings prior to NIC Chair signature or approval.

In coordination with select NIC FO Staff, organize the Chair and Vice Chair's schedule, ensure read-ahead material is prepared/provided for meetings, speaking engagements, and conferences; and support the coordination and logistics of any travel needs.

Initiate and closely manage the coordination and collaboration of all issues to facilitate NIC Chair decisions or recommendations on major or sensitive topics.

Research topics and collect material for meetings, speeches, and conferences; keep records of proceedings as required.

Analyze, evaluate and organize material received for appropriate referral; compose, coordinate and consolidate recurring reports; review written product for compliance with Agency procedures.

  • Must be a U.S. Citizen residing in the United States
  • Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A two-year trial period is required for all new permanent appointments to the ODNI.

Qualifications

Mandatory Requirements:

Thorough knowledge of the IC mission, organization, roles, and responsibilities.

Thorough communication skills, both written and oral, and ability to produce clear, logical, and concise products.

Thorough analytical and critical thinking skills, including the ability to think strategically and identify needs, requirements, and develop recommendations.

Ability to work independently and collaboratively as a team member, and proactively manage competing priorities under strict deadlines.

Thorough interpersonal skills and ability to build and sustain professional networks across organizational boundaries to exert influence.

Thorough strong customer service skills and the ability to work with all staff levels both internal and external within the IC, other government agencies, private industry, and academia

Bachelor's degree in subject matter area, or closely related discipline.

Desired Requirements:

Generally, five or more years of related work experience.

Job Interview Travel: Candidates from outside the Washington, D.C., area may be selected for a telephone, teleconference, or in-person interview.

Salary Determination:

The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance.
Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step.
Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management.

On occasional instances when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to but not less than the employee's current annual base rate of pay, not to exceed the maximum rate (i.e., step 10) of the GS grade to which assigned.

Relocation Expenses: For new ODNI employees, reimbursement for relocation is discretionary based on availability of funds.
