This position serves as an Equal Opportunity Assistant to the Coast Guard (CG) Special Emphasis Program (SEP) Manager and CG Civil Rights Awards Program Specialist with responsibility for providing technical guidance and assistance to SEP Managers and unit commanders in the field CG-wide on affirmative employment and related Equal Employment Opportunity matters. You will act as a mediator, an EEO Counselor for conflict-of-interest cases to assist the Operations division, providing technical support and assistance to the Resources and Planning staff, which includes Communications Specialists, Program Managers, EEO Specialists, and others.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Planning, coordinating, organizing, and executing special observance program activities for CG HQ.
  • Developing, writing, producing, and procuring internal and external awards, including communications with national affinity groups and their chapters.
  • Scheduling, attending and participating in meetings with managers, supervisors, and employees.
  • Serving as a mediator for Equal Employment Opportunity (EEO) or other employment disputes.
  • Writing developing, editing, and organizing the production and dissemination of official correspondence, newsletters, articles, brochures, special event materials, and speeches on Equal Employment Opportunity programs.
  • Conducting in-depth fact finding and analysis interviews requiring sustained mental acuity, assisting in the development of innovative approaches to resolution of complex and controversial problems of broad scope, including potential class action complaints.

All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade.

Qualifications

To qualify for the GS-09 level: Applicant must have 52 weeks of specialized experience equivalent to the GS-08 level in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Specialized experience must include the following:  

  • Assisting in planning, scheduling, and drafting reports and other documents for a partnership program; AND
  • Writing and editing documents and correspondence for an Equal Employment Opportunity program; AND
  • Communicating with various levels of staff to obtain and disseminate information; AND
  • Discussing statutory and regulatory requirements for a program which include goals and objectives; AND
  • Providing information on the status of program accomplishments.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
