  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

  • Must be able to obtain and maintain the Government Travel Credit Card (GTC) as a condition of employment.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Must be able to obtain and maintain the SECRET security clearance.

Qualifications

IMPORTANT INFORMATION:
This position requires military membership in the Puerto Rico Army National Guard (PRARNG). If you are not a military member of the PRARNG (i.e., Airman, civilian, active-duty Soldier, prior service, guard member from another state, reservist, IRR, State Guard, etc.), you must contact the Recruiting and Retention (R&R) Office at (787) 289-1400 extension 2015 or 2008 and request the PRARNG Military Basic Requirements (MBR) Certification. If the MBR certification is not submitted, or you do not meet the requirements to be a member of the PRARNG, your application will not be screened.

AREA OF CONSIDERATION:
HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements.

Area 1 = All permanent Technician Enlisted member employee's (NG T32/NG T5) within Puerto Rico Army National Guard.
Area 2 = All indefinite Technician Enlisted members employee's (NG T32/NG T5) within Puerto Rico Army National Guard.
Area 3 = Enlisted currently serving members of the Puerto Rico Army National Guard.
Area 4 = Enlisted Prior (former) members of the Puerto Rico Army National Guard.
Area 6 = Applicants who meet all requirements to become Enlisted member of the Puerto Rico Army National Guard. (If the MBR certification is not submitted, your application will not be screened).

First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates).

To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor.

DUTIES:
As a HR SPEC (MILITARY) (D2009000),GS-0201-9, you will provide technical expertise and guidance for all military personnel assigned in the State and oversees the functions of one of the following human resource programs: Officer Personnel Management (OPM), Enlisted Personnel Management (EPM), Personnel Systems, or the Personnel Services Section.

PHYSICAL DEMANDS:
The work is primarily sedentary, although some slight physical effort may be required.

WORKING ENVORONMENT:
The work environment involves everyday risks or discomforts, which require normal safety precautions typical of such places as offices and meeting/conference rooms. The work area is adequately lighted, heated, and ventilated.

QUALIFICATIONS REQUIRED:

GENERAL EXPERIENCE:
Experience, education or training which involves Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE:
Applicant must possess at least ONE (1) year at next lower-level GS-07 or the equivalent TWENTY-FOUR (24) months of specialized experience performing or supervising duties such as providing functional and technical expertise and guidance regarding military human resource problems for all military personnel; analyzing appropriate principles, laws, practices, and procedures; providing trainings to supervisors and assistance to military members; participating in Soldier Readiness Processing (SRP) and unit mobilizations and de-mobilizations; conducting command inspections, staff visits and trains personnel ; ensuring regulatory compliance regarding area of responsibility which may include, but is not limited to: accessions, appointments, assignments, reassignments, transfers, promotions, Selected Reserve Incentive Program (SRIP), discharges, separations, retirements, Officer Evaluation Reports (OER) Non-Commissioned Officer Evaluation Reports (NCOER), awarding of Area of Concentration (AOC), Functional Areas (FA), Additional Skill Identifiers (ASI), Special Qualification Identifiers (SQI), Military Occupational Specialty (MOS) identifiers (primary or secondary), Stop Loss programs, and National Guard Bureau (NGB) waivers, casualty assistance, and requests for retention beyond mandatory removal date; ensurin the timely and accurate processing of submitted military personnel actions; handling a control log to maintain document control and an audit trail of all transactions; identifying problem areas in the types of submissions (based on rejects/incomplete documentation); oversees the records maintenance, and the Integrated Personnel Electronic Records Management System (iPERMS); establishing access control lists to restrict unauthorized personnel from gaining access to personnel files.

Education

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
Completion of 2 academic years of education in an accredited college or university will satisfy the requirements for 3 months of specialized experience. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. Courses must be directly related to the work of the position.

Copy of official/student transcripts showing conferred Degree must be included in order to receive credit for education. Unofficial transcripts from internet or with alterations will not be considered. To receive credit for education the information must be included in the education section of the Resume.
