  • Serves as the Supervisory Talent Management Specialist providing oversight of personnel management operations for MCCS Quantico to include:Serves as the Supervisory Talent Management Specialist providing oversight of personnel management operations for MCCS Quantico to include: Serves as the Supervisory Talent Management Specialist providing oversight of personnel management operations for MCCS Quantico to include: recruitment and placement, personnel support to include new hire keying and benefits processing, out-processing, personnel actions, background checks, and position classification.
  • Coordinates recruiting efforts for passive and active candidates to create an outstanding experience that fulfills the organizational vision to build a positive MCCS experience that is innovative, adaptive, and relevant. Represents the organization with an emphasis on reputation and image at all times. Partners with Marketing as needed to develop and implement recruitment advertising strategies. Develops creative solutions to difficult or complex hiring situations. 
  • Conducts on-going evaluations of internal systems, practices, and procedures to identify opportunities for improvement. Tracks analytical data regarding all facets of the hiring process, to include sourcing effectiveness, offer rate, accept rate, and other analysis and key performance indicators (KPIs) as needed. Utilizes evidence-based research to understand candidate motivation and preferences and engage them with relevant content. Develops training, correspondence, briefs, action documents, routing sheets, decision papers, slide presentations and supporting documentation for presentations and proposals for use by the Director, Human Resources and the MCCS executive team.
  • Advises and assists management on a continuing basis to find sound solutions to problems in support of personnel needs of the organization. Explores alternatives to accommodate management needs.  Disseminates factual information on which recommendations, decisions or other actions can be based.  Explains the basis for recommendations and actions.  Prepares personnel instructions, special reports and correspondence. Ensures that internal management control programs over personnel operations are in compliance with all current and applicable regulations.
  • Carries out special projects and/or assists in carrying out projects or portions of broader studies to resolve controversial issues or problems. Researches and translates findings into specific recommendations for corrective action, including new or revised program requirements or guidance, training, or other appropriate measures.
  • Distributes pertinent personnel information to Appropriated Fund (APF) employees.  Coordinates and submits APF personnel actions using the Defense Civilian Personnel Data System (DCPDS) to include recruitments, classifications, resignations, retirements, accretions of duties, etc.  Works with the Base Personnel Office, Human Resources Management Organization (HROM) and the Office of Civilian Human Resources (OCHR). Provides updated information on new APF personnel issues to the Director for dissemination.  Assists in maintaining and tracking performance standards and evaluations for all APF personnel in coordination with the Base Personnel Office. May coordinate performance awards for APF personnel at the end of the performance year.

EVALUATIONS:

Qualifications

  • Bachelor's Degree in Human Resources Management AND three years of substantial personnel management experience that provides an in depth knowledge of laws, policies, regulations and procedures related to Non-appropriated Fund (NAF) and/or Appropriated Fund (APF) civilian personnel management; OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above; OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above. 
  • Knowledge of NAF and APF staffing/recruitment, wage/classification, position management, and labor relations.  Knowledge of laws and regulations that reflect an understanding of military, Marine Corps Community Services organizations, missions and programs. 
  • Experience in applying tact and diplomacy when dealing with sensitive issues, to include conducting objective analysis, fact finding, and exercising confidentiality and privacy.
  • Knowledge and ability in operating Microsoft Programs such as Outlook, Word, Access and Excel to perform data entry and data gathering; create various charts and statistical reports.  Experience with PeopleSoft and SharePoint preferred.
  • Must possess excellent customer service skills, interpersonal skills, and problem-solving abilities, and be a team player who keeps the organization¿s best interest in mind.
  • Ability to work independently and efficiently in handling multi-task assignments and prioritizing work in a fast-paced, changing work environment.
  • Skill in both written and oral communications, with an ability to convey policies and/or procedures in a professional manner to all levels of the work force, and to develop training and briefing materials for managers and human resources staff.
  • Ability to formulate, interpret and implement directives, policies, rules, and federal regulations.
  • Must have or be able to obtain and maintain a Secret Security clearance (T3) as required for access to the NP2 Portal, eQip and DISS.
