Duties

Help
  • Serves as a Child and Youth Services (CYS) Special Needs Program Manager and provides training to staff on strategies to facilitate positive interactions and successful inclusion of all children and youth enrolled.
  • Serves as Subject Matter Expert/Augmentee on the Multidisciplinary Inclusion Action Team (MIAT). Develops internal CYS Teams (trainers, School Liaison Officers (SLO), managers, parents and Program Assistants).
  • Serves as advisor and advocate for parents of children/youth with special needs. Maintains liaison with Exceptional Family Member Program (EFMP) to assist Army families in locating and accessing appropriate services.
  • Works collaboratively with other CYS Managers, trainers, specialists, and SLOs to ensure seamless service and continuity of quality options for all children and youth. Serves as a member of the Multi Disciplinary Team Inspection (MDTI) Team.
  • May be required to perform health related practices as reasonable accommodation for children with disabilities. Identifies negative factors that may contribute to non-success of children/youth to include the program environment.

  • Must be at least 18 years of age at the time of appointment.
  • Direct Deposit and Social Security Card is required.
  • Subject to satisfactory completion of all pre-employment checks in accordance with AR 215-3, para.2 to include a Child Care Tier 1 background investigation.
  • Must have current health assessment which documents good mental and physical health, freedom from communicable disease, and immunizations in accordance with current Army and DoD policy including annual influenza vaccinations.
  • A one year probationary period may be required (either initially or upon conversion, if applicable).
  • Successful completion of annual training requirements within the prescribed time frame and demonstrated on the job competence is required.
  • May be subject to an irregular hours, evening and or weekends.
  • Satisfactorily complete an employment verification (E-Verify) Check.
  • Travel to on and off post locations required.
  • May include work both indoors and outdoors.
  • Must have the physical ability to lift and carry up to 40 lbs, walk, bend, stoop, and stand on a routine basis is required for positions in child development centers.

Qualifications

Education must have been directly related to the position to be filled (general psychology/sociology courses are not qualifying).

Basic Requirement:

1. A bachelor's degree or higher that included or was supplemented by at least 24 semester hours in special education, early childhood education, child/adolescent development, elementary or secondary education, youth development, or other closely related field such as psychology/sociology or social work (must include 24 semester hours in child/adolescent psychology, sociology of the family, developmental psychology, social work with child/family emphasis);

OR

2. Completion of 24 semester hours in coursework as indicated above, plus additional related coursework or experience that provided knowledge comparable to that normally acquired through the successful completion of a 4-year course of study.

In addition to meeting one of the education requirements above, all candidates must possess progressive experience working in a group setting with children and/or youth which included performing duties directly related to the position to be filled. This experience must include at least one year equivalent in scope and complexity to the next lower grade level. Candidates must also possess at least two years of experience monitoring the implementation, progress, and outcomes of child and/or youth individual education plans within a large group setting, such as a school or comprehensive child and youth program.

Highly Preferred applicants that meet the below criteria may be sent first to management for review:

  • 2 or more years working with children with special needs and/or challenging behaviors.

Education

Proof of education is required at the time of application. Note: Education must be directly related to the position to be filled. General Education courses do not count toward the credit total.

PCS Costs
  • Payment Permanent Change of Station (PCS) costs are not authorized, based on a determination that a PCS move is not in the Government's interest.
Pay-Band (NF or CY) Allowances and Differentials
  • This is a pay-banded position.
  • Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday).
  • Night differential may be authorized by the Garrison Commander. When authorized, night differential will be paid at the rate of 10% basic rate for hours of non-overtime work performed between 1800-0600.
