Summary

The incumbent of this position serves as a Natural Resources Specialist withing the Natural Resources Conservation Service (NRCS) Conservation Planning Branch, United States Department of Agriculture (USDA). The incumbent is responsible for providing direction for conservation planning policy that supports the delivery of a wide range of natural resource management programs and initiatives.

Help
  • Advise field staff and / or others on the conservation planning process
  • Propose recommendations based on analysis results and knowledge of conservation programs.
  • Provide technical guidance and support for natural resource or conservation planning policy.
  • Apply natural resource conservation management concepts in order to advise others on conservation planning.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Basic Education Requirements: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
A combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.

In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Specialized Experience Qualifications
Requirement:


Specialized Experience for GS-12: To qualify for the GS-12 level, you must possess at least one year of specialized experience equivalent to the GS-11 level or higher in Federal service, or comparable experience not gained through Federal service. Specialized experience is defined as: Providing technical guidance and assistance to field employees for conservation planning and program implementation; and gathering natural resources data; and evaluating the effectiveness of conservation programs.

Specialized Experience for GS-13: To qualify for the GS-13 level, you must possess at least one year of specialized experience equivalent to the GS-12 level or higher in Federal service, or comparable experience not gained through Federal service. Specialized experience is defined as: Conducting analyses of conservation planning products and policy; and developing recommendations that affect statewide delivery of conservation assistance and program implementation.

Note: There is no education substitution for specialized experience at the GS- 12/13 levels.

Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-11 grade level for consideration for the GS-12 grade level; or one year at the GS-12 grade level for consideration for the GS-13 grade level).

To exercise selection priority for this vacancy, CTAP/RPL candidates must meet the basic eligibility requirements and all selective factors. When assessed through a score-based category rating method, CTAP applicants must receive a rating of at least 85 out of a possible 100.
  • Farm Service Agency (FSA) County Employees: Permanent County employees without prior Federal tenure who are selected for a Civil Service position under Public Law 105-277 will be given a career-conditional appointment and must serve a 1-year probationary period.
  • If you are selected for a position with further promotion potential, you will be placed under a career development plan, and may be non-competitively promoted if you successfully complete the requirements and if recommended by management.
  • Physical Demands: General walking, sitting, lifting, and keyboard operating associated with a data processing environment. The incumbent may be required to operate a keyboard with associated LCD display for periods up to 2
    hours or longer. This position requires occasional multi-state overnight travel.
  • Work Environment: Work is performed in an office setting including cubicles and an environmentally controlled computer area within a climate-controlled building. Special clothing and safety equipment are not usually required. Travel may subject employee to an outdoor environment which may include extreme variations in temperature.
