Duties

Help

As a HUMAN RESOURCES SPECIALIST MILITARY (Title 32) with the Texas Air National Guard, your duties will include, but will not be limited to:

GS-0201-07

  • Provides technical assistance to all reporting officials. Quality reviews report for compliance with current directives and standards. Assists in the management of the military awards and decorations program. Coordinates, monitors, and ensures accountability of annual tour participation. Monitors Line of Duty exterminations, incapacitation pay requests and compliance with suspense requirements.
  • Computes service dates as required. Monitors administration of the officer/enlisted promotion program. Provides assistance in administering and managing the enlisted retention program. Provides procedural guidance to commanders, supervisors, and staff members on the Weight Management Program.
  • Ensures accuracy of information input in the Defense Enrollment Eligibility Reporting System, and the Real Time Automated Personnel Identification System.
  • Ensures unit members are aware of various benefits available Ensures action is taken to correct military records when required.
  • Authenticates prior and non-prior service enlistments and prepares and processes enlistment and appointment documents. Participates in processing activities for accessions.
  • Reviews the Unit Personnel Management Roster and coordinates federal recognition boards. Performs personnel relocation actions pertaining to voluntary and involuntary reassignments, separations, retirements, conditional release programs, separations based upon Medical Evaluation Board/disability separations and retirements, Stop Loss waiver requests, Selective Retention separations, and inter and intra service transfers. Processes retirement requests.
  • Performs other duties as assigned.


GS-0201-09

  • Serves as advisor to commanders on assigned unit human resources programs. Interprets policy and provides procedural guidance to commanders, supervisors, and staff members. Provides guidance and assistance on unit program(s) for which responsible. Provides training to supervisors on all military human resources issues. Analyzes data and subsequent determinations regarding any number of human resources matters that may involve or affect AGRs, drill status guardsmen, and/or family members.
  • Plans, directs, controls and provides advisory services on all aspects of the Career Enhancement program for both Active Guard Reserve, unit drill status guardsmen, full time technicians and potential members. Develops internal policies and procedures governing administration of programs. Administers the test program.
  • Plans, directs, and controls all aspects of the Customer Service Program. Manages the Air Force Personnel Records System. Develops procedures and establishes policy for building, updating, auditing, and accountability of and disposition of automated and manual records. Is the focal point within the MPF for various entitlement programs. Plans, directs, and controls all aspects of the human resources employment program. Responsible for the development of internal policies and procedures governing administration of Personnel Employment programs to include inbound assignment for officer and airmen personnel. Ensures accuracy of human resources data system and performs functional review of data reliability relative to the relocations program. Develops wing readiness plans for the administration of contingencies and mobilizations. Determines human resources requirements in support of mobilization.
  • Coordinates with gaining Major Commands Headquarters, Personnel Readiness Center, National Guard Bureau, and unit commanders regarding all matters concerning the activation and/or deployment of forces. Manages contingency and exercise deployments. Serves as advisor to wing/unit commanders on deployment programs. Interprets policy and provides procedural guidance to wing/unit commanders, supervisors, staff members, and unit deployment managers concerning deployment process.
  • Manages Deployment Systems. Manages and controls the Personnel Module of the Integrated Deployment System, critical to deployment/employment of tasked personnel in support of global operations. Manages the Deliberate Crisis Action Planning and Execution System.
  • Responsible for control, import/export and accountability of data utilizing the secure Red Mini system in accordance with the applicable instructions. Maintains personnel accountability and duty status reporting to ensure accurate and timely data is available for Command and Control for contingency/exercise/manning assistance. Is responsible to the Military Support Flight Commander for the Personnel Support for Contingency Operations portion of the Status of Resources and Training System Report.
  • Performs other duties as assigned.

Appointment Factor(s): This is an Indefinite Excepted Service position that requires active membership in a compatible military assignment in the Texas Air National Guard and wear of the military uniform.

Qualifications

Specialized Experience:
GS-0201-07

At least 1 year equivalent to at least next lower grade level (GS-05) experience, education, and knowledge of, and skill in applying a comprehensive body of military human resources rules, guidelines, and instructions to provide technical support in the assigned program area and to research, study and analyze all aspects of the assigned military function(s). AND The Ability to analyze information, to determine its relevance, and to provide options to management/supervisors/military members regarding appropriate course of action. The ability to communicate effectively, both verbally and in writing. AND Analytical skill and judgment as well as knowledge of the mission of the wing and other units serviced.

At least 1 year equivalent to at least next lower grade level (GS-07) experience, education, in fundamental knowledge of military human resources policies, rules, guidelines, instructions, etc to understand the assigned program(s) and converse effectively with functional managers, advise commanders, customers, lower graded personnel, or lower echelons. AND Thorough knowledge of overall requirements, objectives, practices and peculiarities of the assigned program area. The ability to plan, organize work, administer, communicate effectively (both orally and in writing), meet deadlines, gather, analyze data/products, and summarize facts in order to determine adequacy and/or deficiencies of assigned programs. AND Knowledge of the mission and the unit is essential in order to provide required support consistent with mission objectives and to coordinate with managers, supervisors, members, customers, dependents, and other offices on human resources issues. AND Knowledge of automated systems, personal computers, and software employed in the assigned program area to utilize the systems in developing reports, correspondence and to extract data. AND Knowledge and skill in application of analytical and evaluative techniques to identify, consider, and resolve issues or problems peculiar to the assigned program area.
