This position is located in PYONG TAEK, South Korea.

Duties

  • Serves as Chief of the Defense Red Switch Network (DRSN) performing duties for maintaining DRSN nodes.
  • Plans, coordinates, designs, and supervises system related relocations, upgrades, and installations. Responsible for the administration, diagnostic analysis and repair of the e Digital Small Switch (DSS-2A) and Peripheral Equipment.
  • Develops long-range plans for communications links to maintain and expand, where necessary, network coverage of the users.
  • Develops budget estimates and approves the allocation, distribution, and expenditure of financial resources for technical operations.
  • Evaluates and verifies the technical quality of signals sent via satellite and directly monitors quality at receiver locations to ensure satisfactory system operations.
  • Provides detailed technical analysis and evaluation of equipment problems.
  • Makes on-site visits to outlying DRSN sites located in Korea to provide technical and engineering assistance and guidance as required.
  • Provides advice and assistance to senior level officials.
  • Establishes network operating standards for equipment and systems on the Command and Control Switching systems.
  • Supervises a staff of military and civilian personnel. Plans work to be accomplished by subordinates, sets priorities, prepares schedules for completion of work and assigns work based on priorities.
  • Evaluates performance of subordinates, provides advice, counsels and/or instructs employees on both work and administrative matters.

  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • In accordance with AR 690-11, this position has been designated as "Emergency-Essential".
  • Emergency-Essential designation takes precedence over any transportation agreement or military recall status.
  • During a crisis situation or wartime, the incumbent must continue the duties and requirements of the position to ensure the success of combat operations or to support combat essential systems subsequent to mobilization or an evacuation order.
  • This position has been designated "Mission Essential.
  • In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • This position has a requirement to lift up to 50 lbs. in the regular performance of duties.
  • This position requires the incumbent to possess, or obtain and maintain, a valid regular or official U.S. Passport.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position is subject to a pre-employment drug testing screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
  • Appointment to this position is subject to a three year probationary period unless the appointee has previously met the requirements as described in DoDI 1400.25 V3005, Cyber Excepted Service, Employment and Placement.

This position is in the Supervisory/Management Work Category at the Full Performance Work Level within the CES Occupational Structure.

To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by: Providing the necessary technical expertise to support development, operation, maintenance, alignment, and testing of complex telecommunications and electronics equipment used in the Defense Red Switch Network (DRSN); developing long-range plans for communications links to maintain and expand, where necessary, network coverage of the users; assisting with development of budget estimates and approves the allocation, distribution, and expenditure of financial resources for technical operations; evaluating and verifying the technical quality of signals sent via satellite and directly monitors quality at receiver locations to ensure satisfactory system operations.

  • Current DoD Employees: If a current permanent CES employee, you shall be granted administrative return rights. If not a current permanent CES employee, you may be granted administrative return rights if agreed to by your CONUS organization.
  • In accordance with DoD CES Personnel System Implementation Guidance for Overseas Rotations and Administrative Return Rights, employees must be able to satisfy the rotation requirement and tour limitations in DoD Instruction 1400.25 Volume 1230.

  • If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.
  • If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12.
