Summary

As a Scientific Diversity Officer (Associate Director for Workforce Development) you will have responsibility for providing scientific leadership and direction for all diversity requirements and initiatives of assigned biomedical/behavioral/social science extramural programs. The incumbent also serves as a technical advisor and representative in fostering and enhancing Center for Scientific Review (CSR) and NIH overall diversity and inclusion initiatives.

  • Provides leadership for planning and development, which includes establishing major goals and objectives, and ensuring diversity objectives are established and met for scientific peer review programs of national and international scope.
  • Evaluates diversity efforts and resource utilization against progress made and adjusts programs to meet exceptionally important, new, or changed national policies and goals.
  • Demonstrates extraordinary skill and ability to communicate CSR’s positions, data, and initiatives on behalf of scientific diversity and review in broad and important areas of national interest.
  • Serves as an advocate and as a source of detection and early warning of new issues and a source of suggestions of systemic change to improve existing processes.
  • Provides scientific diversity leadership in NIH interaction with advocacy groups, professional scientific societies and organizations, and the public.

Qualifications

Basic Qualifications
You must meet at least of the one following basic Office of Personnel Management prescribed occupational series requirements (GS-0101, GS-0601) described below. You do not need to meet the requirements for both occupational series.

To Qualify for the GS-0101 Scientific Diversity Officer position, you must have:
A. Completed a bachelor's or graduate/higher level degree in the behavioral or social sciences, or related disciplines appropriate to this position. All education, unless completed outside of the U.S., must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the education was completed. OR
B. Have a combination of education and experience that provided me with the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. All education, unless completed outside of the U.S., must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the education was completed.; OR
C. Have four years of appropriate experience demonstrating that I have acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

To Qualify for the GS-0601 Scientific Diversity Officer position, you must have:
A. Completed a bachelor's or graduate/higher level degree with a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of this position.

In addition to the above basic requirement(s), in order to qualify for a Scientific Diversity Officer, GS-0101/0601 position at the GS-15 level you must have at least one year of qualifying specialized experience at or equivalent to at least the GS-14 level in the Federal Government obtained in either the private or public sector, which includes planning, implementing, and evaluating scientific diversity initiatives conducted by an organization. This specialized experience includes the following types of tasks: leading scientific workforce development efforts to improve diversity; implementing policies/programs to promote an equitable culture across an organization that employs a more diverse scientific community; leading scientific diversity objectives, policies, and activities to improve the quality of peer review; and collaborating, and coordinating with other officials, staff, and organizations on scientific diversity programs and efforts.
