Summary

This position is located in the Federal Highway Administration (FHWA) Office of Real Estate Services.  The Realty Specialist is responsible for carrying out FHWA real estate programming and other related activities necessary to administer these program areas.  The Realty Specialist will concentrate in one or more of the Office’s program areas and will provide technical assistance and expert interpretations to stakeholders on matters that are related to the real estate program.

Help

As a Realty Specialist, you will:

  • Be responsible for carrying out FHWA programs and related activities, for Federal-Aid highway projects under authority of eminent domain statutes and legislation.
  • Serve as the Office's national technical authority in the FHWA for one or more program areas; participate in national-level policy formulation and problem solving; lead initiatives to develop, promote, and demonstrate state-of-the-art training practices, tools and technology; and provide guidance and leadership to resolve matters which are complex, controversial, and/or generate precedent.
  • Serve as a National spokesperson or represents the FHWA in contacts with officials of other departments, agencies, professional colleagues, and the general public.
  • Provide coordination, liaison, negotiation, and consultation to officials in Federal, state and local governments, public and private organizations.
  • Lead interagency, multi-entity teams, and/or multi-national teams and serve on intra-agency tasks forces to furnish expert advice and representation.

The ideal candidate provides leadership, coordination, and support for program activities such as property management, relocation assistance, property valuation, real property acquisition, outdoor advertising, junkyard control, Uniform Act lead agency, and other services and programs under the authority of eminent domain statutes and legislation.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • BACKGROUND INVESTIGATION: You will be required to complete a background/security investigation and meet preliminary requirements prior to onboarding.
  • PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
  • GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only.
  • TELEWORK ELIGIBILITY:  This position may be eligible for occasional and/or regularly scheduled telework.  The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position.

Qualifications

For the GS-13: You qualify for this grade level if you have at least one year of specialized experience, equal or equivalent to the GS-12 grade levelwhich included:

  • Experience interpreting laws and regulations related to The Uniform Relocation Assistance and Real Property Acquisition Policies Act; the Highway Beautification Act; and Federal-aid Right-of-Way programs; AND
  • Experience administering programs under the authority of eminent domain statutes and legislation.

For the GS-14: You qualify for this grade level if you have at least one year of specialized experience, equal or equivalent to the GS-13 grade levelwhich included:

  • Experience applying laws and regulations related to The Uniform Relocation Assistance and Real Property Acquisition Policies Act; the Highway Beautification Act and Federal-aid Right-of-Way programs; AND
  • Experience reviewing programs and related activities under eminent domain statutes and legislation.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  4.   5. And writes in a clear, concise, organized, and convincing manner for the intended audience.
