Help

The pivot in National and DoD direction toward data-centricity, zero trust technology, cloud adoption/acceleration, and the ability to rapidly scale enterprise cybersecurity capabilities to meet evolving threats requires an elevated level of subject matter expertise and dedicated leadership focus within key DISA mission spaces, and this position is key to help deliver those mission objectives, as well as successfully decommission legacy technologies.

The responsibilities for this position include technical leadership in all aspects of the software development lifecycle including scope and work estimation, architecture and design, coding, and automated testing within an agile and continuous integration and continuous delivery model. In this role, ACQ ST will lead dynamic teams that are singularly focused on providing world class solutions to our DoD mission partners in a collaborative, and inclusive atmosphere. Specific responsibilities include:

  • A technical expert and architect to lead the design, build, and enhance highly available and scalable next generation systems.
  • Determine and recommend the best designs based on business objectives, timelines, and other resource constraints. Additionally, direct major deliverables of projects through all aspects of the software development lifecycle including scope and work estimation, architecture and design, coding, and unit testing.
  • Facilitates the acquisition, development, and support of complex systems and state-of-the-art technologies. And serve as the subject matter expert, working side-by-side with government and private industry counterparts to better meet evolving needs and demands of the department.
  • Provides support in all functional areas of DISA's and the DoD acquisition framework delivering software development, engineering, cyber research and evolvement, and operational solutions to numerous DoD programs and systems. The incumbent will lead in all aspects of acquisition including science and technology, research and development, procurement, and deployment.
  • Provide technical leadership in science and technology advancements, which offer increased innovation and automation, accessibility, cost efficiency, maximum cybersecurity, and zero trust technology.

Qualifications

Basic Requirements:

A. For the GS-854 Professional Engineering Series: Degree in professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration Written Test Specified academic courses Related curriculum - With this criteria, applicants also need verification of employment from a supervisor stating you have performed professional engineering duties. For the GS-1550 Computer Science Series: Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

A. MANDATORY TECHNICAL QUALIFICATIONS (MTQ): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. Please limit your written statements up to 2 pages per technical qualification.
MTQ 1. Demonstrated expertise in planning and managing investment strategies for the acquisition, development, and deployment of information technology/cloud systems, and next generation data centers for a large (multibillion), diverse, multi-disciplined organization.
MTQ 2. Documented experience and management skills with a demonstrated ability to coordinate, integrate, implement, cloud technical solutions and capabilities deployed at the enterprise level.
MTQ 3. Demonstrated expertise in strategic change management techniques dealing with Departmental Headquarters leading reform changes for military mission partners and IT end-users (>200m).

B. SENIOR PROFESSIONAL (SP) QUALIFICATIONS: All applicants must submit written statements (narrative format) of accomplishments that would satisfy the senior professional qualifications. You must address each senior professional qualification separately. Please limit your written statements up to 2 pages per qualification.
SP 1. Work experience should demonstrate the ability to negotiate with senior leaders and subject matter technical experts of the federal, military services, private industry, and/or academia to arrive at acceptable technical and business solutions and agreement on highly complex and possibly controversial heterogeneous and homogeneous information technology systems and issues; and
SP 2. Stature in the profession as indicated by memberships and activity in professional and scientific societies, honors, awards, and other recognition and leadership in national and international scientific communities. Contributions and professional reputation as evidenced by citations, patents, and/or publications which advance knowledge in the information technology/computer engineering/science/electronics fields.
Failure to meet any one of the technical qualifications requirements automatically disqualifies an applicant.

The incumbent must be a recognized leading authority in the fields of computer science/computer engineering or a related discipline with progressive professional experience at high levels of Government or business organizations responsible for complex computer/IT programs. An undergraduate degree or master's degree in Computer Science, Computer Engineering, or a related field of study, from a U.S. accredited university is mandatory. Additionally, a doctoral degree in a scientific or engineering discipline and at least ten years' experience in the research, design and development of advanced computer/zero-trust technology systems will be considered.

As a nationally or industry recognized engineering/scientific leader and technical authority, the incumbent monitors, reviews, current systems, including zero trust technologies, systems utilized by DISA's mission partners, then providing recommendations to future requirements to replace or modify upcoming legacy systems. The incumbent must be familiar with the technical requirements for accomplishment of DISA/OSD/DoD objectives. The incumbent must exercise sound judgment and should know when to seek legal/General Counsel or the advice of the DISA Contracting/Acquisition/Procurement Offices, when issues should arise requiring specific legal or business guidance. Work is pioneering and at the state-of-the-art levels. There are no applicable guidelines in most cases.
