Summary

The position is located in the Office of the Area Director, NAIHS at Saint Michaels AZ. Serves as the Deputy Area Director within the Navajo Area Indian Health Service (NAIHS). Position will be responsible for overall administrative and financial management of the Area Office, the Area Operating Units (OU), and all Area human, fiscal and physical assets. Incumbent provides executive leadership, guidance and senior management support to Area Office staff organizations, OUs, and their personnel.

Help

  • In direct consultation with key leaders of Tribal Governments and conferring with Urban Indian Health Programs in the Area, leads, manages, plans, develops, directs and evaluates a comprehensive health care program for the Area, in compliance with applicable Federal law pertaining to the health care of American Indian/Alaska Natives (Al/AN) people.
  • Leads, manages and evaluates the operation of the Area's Federal operated units which deliver health care services to local Al/AN patients and their families.
  • Ensures that any Area Urban Indian Health Programs operate within parameters established in P.L. 94-437 and subsequent amendments.
  • Manages contractual operations throughout the Area. Provides expert advice and assistance to Tribes to maximize health program effectiveness.
  • Serves as a member of senior level leadership to review and advise on IHS policy, programs and goals for the Director, IHS. Provides input and consultation to IHS leadership in accordance with the best advice of the Tribes and Tribal organizations that the Area serves.
  • Meets regularly with, remains accessible to, consults and cooperates with leaders of Tribal Governments, Tribal organizations, and confers with Urban Indian Health Program Leaders at local, state and national levels.
  • Ensures that every IHS employee working in the Area receives a thorough orientation on the culture and history of the Al/AN community in which they serve.
  • Reviews and evaluates Area health program progress, resource utilization, and control of professional services to assure that the Area and its OUs provide high quality, effective and cost-efficient health services.
  • Provides leadership to assure that Indian Preference, Upward Mobility, EEO and other policies of the HIS and higher authority are effectively implemented and maintained.
  • Serves as an advocate for the Area's Al/AN beneficiaries and patients against policy issuances that do not benefit them.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Progressively responsible analytical or administrative, or clinical management or supervisory experience for a health care delivery system. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such healthcare facilities. Work experience must meet all the following: (1) Providing executive leadership guidance, and senior management support to Area Office staff organizations, SUs and their personnel; (2) Oversees healthcare facilities that meet quality of care requirements and Medicare quality standards that all hospitals are surveyed by accrediting organizations and the Center for Medicare and Medicaid Services (CMS); (3) Directs and supervises an executive, professional, and administrative staff in planning, developing, coordinating, and managing health programs of preventive, curative, and environmental and traditional health services for AI/AN; (4) Evaluates health program progress with measurable outcomes, resource utilization, and control of professional services to assure that high quality, effective, and cost-efficient health services are provided; and (5) Consults with leaders of Tribal Governments, Tribal organizations, and confers with Urban Indian Health Program Leaders at local, state, and national levels and stimulates and promotes their fullest participation in carrying out healthcare programs.
Time In Grade - Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Per IHS policy (SGM 21-04) IHS selectees to positions located in Federally operated hospitals, health centers, and clinics must be fully vaccinated for COVID-19 before entry on duty or have IHS approve a medical or religious exemption. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.
