Summary

As a Supervisory Interior Designer you will operate in a dual capacity as a regional interior design program expert and a senior project manager handling the most complex space design projects assigned to the staff.

Location of position: Pacific Rim Region, Public Building Service, Design & Construction Division, Total Workplace Branch, Los Angeles or San Francisco, CA.

Help

  • Supervisory Duties: Performs the full range of planning, distributing and evaluating work; providing advice, guidance, and mentoring to staff; providing inputs and making recommendations to higher level management on decisions related to promotions, details, reassignments or other personnel actions; addressing discipline, conduct, and performance issues; handling employee complaints and grievances; identifying training and developmental needs for staff; approving leave and performing the full range of administrative work associated with supervision.

  • National Design Expert Duties: Participates in the development of interior design policy, using organizational and occupational expertise, working as a representative to special task groups within the Agency on a nationwide basis. Serves as the designated regional interior design and/or PBS representative on national committees or councils, with authority to recommend or direct changes in national/regional standards, space management issues, programs or operating practices.

  • Regional Design Expert Duties: Oversees the vision, planning, and delivery of the regional Total Workplace Program.  Provides comprehensive technical advice, guidance and assistance to other technical personnel throughout the region and, as needed, in other Federal agencies. Responsible for the development of requirements and schedules for the preparation of interior design projects on an Agency wide basis and for coordination of the review of various phases of space planning within the Agency.

  • Interior Design/Project Management Duties: Provides technical design advice to federal customers and other GSA, PBS personnel such as architects, engineers, and construction contractors on space planning and design issues. Monitors assigned projects for timeliness, adherence to regional programs and policies and conformance to design standards. Serves as a Contracting Officer's Technical Representative (COTR), monitoring services and deliverables for furniture, finishes, architectural/ engineering and other related contractors for interior design services.

  • Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.   • Participate in the Continuity of Operations Plan (COOP), which includes attending meetings and planning activities; and carrying out mission-critical work at a designated location other than your primary work site (which may be outside of your commuting area).

The GS-13 salary range in Los Angeles, CA starts at $120,246 per year.  

The GS-13 salary range in San Francisco, CA starts at $128,717 per year.  

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience providing guidance in the development of interior design and workplace policy,  providing leadership in the management, direction, guidance and coordination of interior design functions, performing ongoing complex interior design, workplace and related projects. Evaluates work to be accomplished, adjusting long and short-term priorities and preparing schedules for completion of work. Provides advice on both work and administrative matters.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application.  Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  • Ability to direct the activities of subordinates engaged in a wide range of projects, providing input on staffing, performance issues and administrative supervision work. Integrating the development and improvement of programs/projects.
  • Ability to consult and advise on interior design matters with architects and engineers nationally, regionally and elsewhere in the agency, with representatives of other agencies, and with outside contractors in developing new or improved interior design processes.
  • Skill in providing guidance on critical operational/program issues, and make recommendations that directly impact on the effectiveness in the accomplishments of the mission and to insure facilities are maintained, planned for and developed to meet requirements.
  • Skill in the theories, concepts and practices of interior design and the design process to provide authoritative advice and guidance in emerging issues, trends, and technologies in space planning and interior design. Knowledge of Federal regulations for procurement and contract administration including the Federal Property Management Regulations; Federal Acquisition Regulations; simplified acquisition procedures; Federal Acquisition Service supply sources and procedures required to prepare and award small purchase contracts for interior design and related services.

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84
