Summary

As an Architect or Engineer, you will be serving as a Senior Architect/Engineer and will be responsible for the performance of all aspects of the project management of capital projects, which comprise the most major, politically sensitive, and complex initiatives.  

This position is located in the Public Buildings Service, San Francisco, CA, San Diego, CA, OR Los Angeles, CA.

Help

Project Management:

  • Overall responsibility for the successful initiation, planning, execution, and closure of leasing, design, or construction projects.
  • Responsible for leading multidisciplinary team(s) through the project lifecycle. Sets team direction, coordinates activities across different organizational functions, and assigns roles and responsibilities for the project.
  • Ensures that projects are completed on time, within scope, and on budget.
  • Establishes project budgets, monitors progress, implements cost controls, and reports budget status.

Contracting Officer's Representative:

  • Represents the Agency and the Contracting Officer (CO) on A/E, Construction Management, lease and Construction contracts as the Contracting Officer’s Representative (COR). As the COR, exercises full delegated authority from the CO reviewing, inspecting, and directing the work as it proceeds in compliance with contract requirements. Recommends payment for services received or appropriate action where non-conformance with the contract is discovered.
  • Construction inspection responsibilities include all facets and phases of construction engineering covering each of the building trades.

Architectural/Engineering Duties:

  • Conducts site surveys to determine condition of structures and systems, evaluates requirements and recommends incorporation, modification or exclusion of various project features to best meet long-term needs of the government in consideration of such factors as urgency of needed repairs or redesign, useful life of building components and systems, and cost/benefits involved.
  • Reviews complex engineering problems and provides recommendations to management. Prepares technical reports on highly complex A/E matters that influence current and future regional programs.

Customer Service: 

  • Serves as the primary point of contact for the customer and has overall responsibility for providing customer.

The GS-13 salary range starts at $117,776 for San Diego, CA; $120,246 for Los Angeles, CA; $128,717 for San Francisco, CA per year. 

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

This position is interdisciplinary, which means the duties and responsibilities closely relate to more than one professional occupation.  This position may be filled in one of the following occupations: Fire Protection, GS-0804; General Engineer, GS-0801; Architect, GS-0808; Mechanical Engineer GS-0830; Electrical Engineer, GS-0850; or Civil Engineer, GS-0810.

In addition to the Basic Requirements listed above, to qualify for the GS-13, you must have one year of specialized experience equivalent to the GS-12 in the Federal service.

SPECIALIZED EXPERIENCE:  
In addition to the Basic Requirements listed above, you must have one year of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as experience in the design of construction projects and coordinating the activities of architects, engineers, tenant agencies and construction contractors. Experience should also include directing all or large phases of a project including planning, pre-design, A/E selection, site selection, and all design efforts; and reviewing operations to evaluate progress and compliance with design requirements. This experience must have equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application.  Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  1. Knowledge of project management impacted by multiple competing priorities and requirements.
  2. Excellent communication skills.
  3. Mastery knowledge of professional A/E concepts and practices.
  4. Ability to adapt standard, as well as unconventional design and construction practices and techniques.
  5. Ability to effectively manage project financial planning and analysis.
  6. Skill in assessment and evaluation techniques, cost/benefit analysis techniques and methodologies.
  7. Knowledge of procurement principles and procedures and of different types of contracts.
  8. Knowledge of legislation and Federal regulations that apply to leasing and development.

Your answers to the questions will be used to place you in one of the following categories and standard score ranges:

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84
