Duties

Help

The major duties of the Human Resource Specialist include, but are not limited to:

  • Provides authoritative interpretation of regulations, policies, and procedures, and provides advice and guidance to United States Park Police (USPP) supervisors and managers on methods and approaches in addressing conduct, discipline, harassment and any employee and labor relations matters. Interfaces with other personnel specializations, program development and improvement techniques.
  • Provides technical assistance to USPP supervisors and managers relative to employee grievances, conduct, unacceptable performance, discipline, adverse actions, and employee relations training. Resolves unusual and complex problems that may establish precedents and where ultimate decisions may impact on the overall Department of Interior personnel management program; and explores all avenues leading to a solution, to avoid referral outside of the NPS.
  • Serves as management representative and advocate in meetings with employees and representatives, in mediation, and in third-party formal hearings, such as arbitrations, grievance or other hearings, representational hearings and unfair labor practice proceedings which are complex in nature. Conducts research of case law; develops, case strategies and positions; coordinates with the Solicitor's Office and DOI Office of Personnel; prepares witnesses, opening statements, formal responses and closing briefs.
  • Coordinates the daily interactions between employees, representatives, local union officials and managers and supervisors. Responds to employee or union grievances; attends labor-management meetings; reviews and participates in negotiability disputes and issues at impasse; responds to union requests for information or other union Inquiries; and reviews requests for official time. Provides advice, counsel and assistance to managers in their dealings with the union to ensure management decisions regard mg employees and working conditions meet the terms and conditions of the collective bargaining agreement and are consistent with past practice.
Duties will be developmental in nature when filled below the full performance level.

Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments. Time-in-grade requirements must be met by the closing date of this announcement.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.

Qualifications

All qualifications must be met by the closing date of this announcement-09/10/2024-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.


To qualify for this position at the GS-9 grade level, you must possess one of the following minimum qualifications by close of the announcement:

  • EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-7 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped you with the competencies needed to successfully perform the duties of this position. This experience must include all of the following: The full range of human resource duties in at least one of the following areas: employee relations, labor relations, and performance management and providing advisory services to supervisors and managers in the functional areas assigned. You must include hours per week worked. -OR-
  • EDUCATION: Successful completion of at least a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. You must include transcripts. -OR-
  • Successful completion of a combination of education and experience as described above. You must include transcripts.

To qualify for this position at the GS-11 grade level, you must possess one of the following minimum qualifications by close of the announcement:
  • EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-7 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped you with the competencies needed to successfully perform the duties of this position. This experience must include all of the following: The full range of human resource duties in at least two of the following areas: employee relations, labor relations, and performance management and providing management advisory services to supervisors and managers in the functional areas assigned. You must include hours per week worked. -OR-
  • EDUCATION: Successful completion of at least a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher education leading to such a degree or LL.M. , if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. You must include transcripts. -OR-
  • Successful completion of a combination of education and experience as described above. You must include transcripts.

To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement:
  • EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped you with the competencies needed to successfully perform the duties of this position. This experience must include all of the following: performing analysis related to employee relations and labor relations activities; interpreting legislation, regulation, and policy guidance to advise supervisors and Employee Relations Specialists on complex issues pertaining to employee relations, labor relations, harassment, and performance management; developing operational policies pertaining to employee relations, labor relations, harassment, and performance management; serving as a consultant to management and make recommendations; and resolving customer issues. You must include hours per week worked.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

There is no substitution of education for experience at the GS-12 grade level of this announcement.

Additional information

Physical Demands: Work performed is sedentary in nature. Work may require walking in offices and similar areas for meetings and to conduct HR work. Occasional travel may be required. The work does not require any special physical effort.

Working Conditions: Offices and meeting spaces are adequately lighted, heated, and ventilated. The Specialist experiences everyday risks or discomforts requiring normal safety precautions.

Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, submission of ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA.
