Duties

Help

The General Engineer applies experience with and comprehensive knowledge of several engineering disciplines such as Electrical, Electronic and Mechanical engineering to serve as either the project or implementation lead for Federal Aviation Administration (FAA) large-scale infrastructure programs that transform, modernize and sustain the National Airspace System (NAS). Uses System Engineering technical management processes and tools such as configuration management, technical performance measures tools and technical design tools to support more experienced engineer in facilitating the development of the program acquisition approach, define program scope and coordinate an integrated Master Plan.

As a principal technical specialist, plans and accomplishes highly complex and challenging system software and hardware engineering projects to define system requirements, conduct alternatives analyses, and develop program business cases. Monitors and controls project budgets and expectations. Traces engineering and technical specification back to the user's system requirements, and system requirements using software architecture for monitoring the development and management of requirements ensuring alignment with system functionality and are traceable. Evaluates the performance of engineering systems and develop improvements. Identifies and resolve technical issues that arise during the design, development, or implementation phases. Conducts extensive research to develop new and improved engineering solutions and practices.

Uses knowledge of Acquisition Management System policies and processes to evaluate the preparation and implementation of an Acquisition Strategy with an on-going risk/opportunity management process. Works with management and more experienced engineer in formulating an Acquisition Strategy that includes a comprehensive contracting approach that incorporates risk mitigation strategies. Ensures engineering activities comply with industry standards, regulations, and safety guidelines.

Uses advanced automated tools and financial systems, such as macros, pivot tables, advanced filtering, etc. to create graphics and charts for inclusion in presentations to senior officials. Monitors and conducts special projects, studies and initiatives, performing quantitative and qualitative analyses. Resolves all but unique technical problems without the intervention of management or a more experienced engineer. Develops plans, techniques, and policies to address current or anticipated problems and issues. Works with senior management to solve problems. Identifies, analyzes, and resolves complex technical problems related to engineering projects, using advanced engineering principles and techniques. Possesses an understanding of labor organizations when making decisions on solving problems.

Contacts are internal and external. Often represents FAA as a senior technical point of contact on projects, programs and other work activities. Communicates results to all levels internally (within an LOB/SO or across LOB's/SO's) and externally. Plays a lead role in drafting, reviewing, and editing reports or contractual documents for final approval prior to external distribution. Presents briefings to obtain consensus/approval on policies. Coordinates significant technical matters with representatives of external organizations.

Provides advice and instruction internally and externally. Broad policies and objectives provide general guidance for addressing issues, but allow considerable discretion to develop new and innovative approaches. Draws on experience to solve unusual problems and may create new solutions and policy interpretations as the situation requires. Provides policy guidance and instruction to others, both internally and externally.

Qualifications

Applicants must demonstrate at least one year (52 weeks) of specialized experience equivalent to the next lower grade/pay band (FV-I, FG/GS-13) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities required to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized Experience is defined as:

  • Experience evaluating the performance of engineering systems and recommends improvements.
  • Experience conducting research to develop improved engineering solutions and practices.
