Duties

Help

Provides technical and operational services related to a variety of operational, accounting, budget, financial analysis and reporting tasks.

Monitors the use and rate of expenditure of budgeted funds.

Prepares obligating and payment related documents, including travel items, for processing and recording in the financial and travel systems.

Enters and reconciles records of all funds and expenses to ensure accuracy, and that expenditures are properly authorized and documented.

Assists in the preparation of quarterly and annual financial statements in accordance with Generally Accepted Accounting Principles (GAAP). Reviews financial reports and resolves financial compliance issues.

Interfaces with the Department of Interior's Business Center (IBC) on systems matters to ensure financial documentation, reports and transactions are processed accurately and timely.

Qualifications

At the GS-9 level, you must meet one of the following qualifications:
A. One year of specialized experience equivalent to at least the GS-7 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes assisting in the preparation of obligating and payment related documents, including travel items, for processing and recording in the financial and travel systems; Tracking and filing financial statements and data; Working with internal financial control systems; Experience using financial software and systems; Providing guidance on the processing of invoices; and assisting with the preparation of financial documents containing the status of funds and updates on financial matters..; OR
B. A master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related; OR
C. A Combination of education and experience as list above.

At the GS-11 level, you must meet one of the following qualifications:

A. One year of specialized experience equivalent to at least the GS-9 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes preparing obligating and payment related documents, including travel items, for processing and recording in the financial and travel systems; Experience filing financial statements and compiling financial data; Experience maintaining internal financial control systems; Experience using financial software and systems for developing budgets and forecasting; Providing guidance and oversight of the process by which invoices receive prompt payment; Preparing financial management documents to provide managers with the status of funds and updates on other financial matters; Assisting with the preparation and review of financial and management reports and financial analysis, including system review, updating and maintenance, and the production of documents, statements and reports; and Ensuring that all financial transactions and reports are accurate, thorough, and conform to internal and external requirements.; OR
B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related; OR
C. A Combination of education and experience as list above.

At the GS-12level, you must meet the following qualification:

One year of specialized experience equivalent to at least the GS-11 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes preparing obligating and payment related documents, including travel items, for processing and recording in the financial and travel systems; Experience filing financial statements and compiling financial data; Experience maintaining internal financial control systems; Experience using financial software and systems for developing budgets and forecasting; Providing guidance and oversight of the process by which invoices receive prompt payment; Preparing financial management documents to provide managers with the status of funds and updates on other financial matters; Assisting with the preparation and review of financial and management reports and financial analysis, including system review, updating and maintenance, and the production of documents, statements and reports; and Ensuring that all financial transactions and reports are accurate, thorough, and conform to internal and external requirements..

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

Telework Suitability:
The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

Stipulations of Employment:

Selection may require completion of a 1-year probationary period.

This position is subject to a negative drug test prior to entrance on duty, and random drug testing while you occupy the position.
