As a SUPERVISORY DATA SCIENTIST at the GS-1560-14 some of your typical work assignments may include:

  • Incumbent is responsible for modeling complex problems, discovering insights and identifying patterns in data through the use of statistical analysis, data mining, natural language processing, and visualization techniques.
  • Uses familiarity with writing code to automate a pipeline from many data sources including Extract, Transform, and Load (ETL)operations, programming in scripting languages (e.g., Python, SQL, JAVA) and statistical languages (e.g., R, Python, SAS), and visualizations (e.g., R Graphics, Qlik, Power BI, Tableau).
  • Manages research portfolio(s) to ensure that both long and short term projects are synchronized with customers' priorities and that capacity is preserved for quick turn analysis.
  • Research projects address the full range of data science matters in support of the wider DPAC mission.

Qualifications

You may qualify at the GS-GS-14, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:

  • Code and manage code in programming languages like Python or R for modeling and analytics
  • Use natural language processing (NLP), machine learning models, and generative AI.
  • Design and build user focused analytics that extract timely, actionable information from diverse complicated data sources to drive decision making.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1560 series.

A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.
OR
B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Foreign education may be qualifying if a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or a U.S. accredited college or university has given full credit for the foreign courses.

Unofficial transcripts from U.S. Department of Education accredited colleges, universities, schools, or institutions listing your name, the name of the school, the date and degree awarded, and the list of classes and credits earned are acceptable for the application process. Defense Human Resources Activity

The position is located in the Department of Defense Personnel Analytics Center (DPAC) a part of the Defense Human Resources Activity (DHRA). The DPAC mission is to provide the go-to expertise for scientific assessments, data analytics, and outreach, to improve the lives of the DoD community. The incumbent works with a new team of 4-6 data science and operations research experts who use predictive analytics, statistical modeling, data mining, machine learning, and related techniques to perform applied research to solve DoD personnel issues. This position works to improve and maintain DPAC's data architecture, and determine how DPAC will access and utilize centralized personnel data for active duty, Reserve, and DoD civilians from the Defense Manpower Data Center (DMDC) and other data sources (Internal Revenue Service [IRS], Census Bureau, Veterans Affairs, etc.). The primary administrative data source contains about 500 features (attributes) for 35 million past and present DoD personnel in separate, linked databases on a cloud platform.

DPAC researches and advises senior-level staff to support both civilian and military personnel by using DoD administrative and survey data to inform personnel program and policy decisions. This team consists of highly skilled data scientists with expertise in DoD civilian workforce issues, military manpower issues, data storage, analytic and statistical methods, and social science methods.
