Vacancies will be filled in the following specialty areas:
Privacy, Governmental Liaison and Disclosure (PGLD), Governmental Liaison Disclosure and Safeguards (GLDS), Data Services

The following are the duties of this position at the full working level.

  • The incumbent handles the technical aspects of FOIA and Privacy Act requests via applications, technical efficiency, work tickets, technology management, reports, data collections, etc. Develops guidelines on special analytical studies, policy development, operational projects, work plans and schedules and evaluates overall accomplishment of goals. Assesses the impact of new programs &/or technology and legislative changes on existing programs and resources. Presents findings through reports, memoranda, oral presentations, and other documents as required. Participates in the preparation and coordination of long and short-range business plans.
  • Develop various techniques and methods to assess costs and benefits of alternative programs and to evaluate the effectiveness of current programs and collection and analysis of the application of disclosure and privacy laws, Internal Revenue Codes, Safeguarding requirements and Internal Revenue Manuals. Identifies and corrects weaknesses in critical GLDS/PGLD performance parameters, and variances in achieving cost, schedule, and performance goals; investigates, evaluates and selects technology tools and methods for improving productivity and software quality throughout the life cycle. Assesses the feasibility of adopting new systems analysis techniques or software design technologies within the current systems environment; and develops and communicates best practices and procedures guides for use by systems users. Develops program plans, designs and issues directives and instructions, and develops recommendations to improve the effectiveness of the assigned PGLD program segment.
  • Participates in cross functional task groups or independently conducts special studies or projects of an operation or program to accomplish local and national IRS objectives. These studies may require contacts with and reports to high-level officials. Provides leadership to ad-hoc groups, in the conduct of special studies, investigations, or projects. Participates in business unit task forces.
  • Uses systems management methodologies to understand, manage, and improve GLDS/PGLD work systems. Provides guidance, education, and training in quality improvement methodologies and technology. Additionally, the incumbent will coordinate, when appropriate, with other units to develop individual sections of the Internal Revenue Manual (IRM).
  • Supports policy and procedures development about the administration of new technology, data exchanges, data analysis, Secure Data Transfer, and SharePoint. The incumbent provides back up support to SharePoint, data security and assurance policy and acts as a point of contact for GLDS functions.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Extensive knowledge of a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative, and management and organizational techniques, systems, and procedures to apply to programs, projects, and studies concerning the efficiency and effectiveness of operations and means to improve them; experience utilizing project management techniques to evaluate complex projects and studies and the ability to identify problem areas, trends, deficiencies, or other similar factors affecting operations. To be qualifying your experience must include knowledge of budgeting methods and techniques to prepare analyses and estimates; and knowledge and skill in oral communication techniques to present findings, deliver briefings, and negotiate solutions to disputed recommendations as well as written communication techniques to prepare project papers, reports, manuals, and directives.

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
