Please Note: Employees will be required to report to their assigned office location at least 2 day per week for non-supervisory positions and 3 days per week for supervisory/managerial positions unless the position advertised is designated as a remote-only position.

This position is in the EXIM Office of Congressional and Intergovernmental Affairs (OCIA) and oversees the Congressional Affairs Unit. This office ensures effective and responsive relations with Congressional offices, state and local elected officials, and their staff. The unit activities include monitoring, coordinating, and assisting in the management of EXIM's Congressional authorization, appropriations and other legislative matters directly affecting the agency, as well as supporting routine engagement to build awareness and address agency priorities.

The incumbent serves as the Vice President of OCIA and, and together with the Senior Vice President (SVP), oversees the day-to-day operations and management of the Office. In the absence of the SVP of OCIA the VP of OCIA leads and manages the OCIA programs for EXIM. In partnership with the SVP of OCIA, the VP of OCIA provides leadership, direct supervision, and management support to a team of supervisors, professional and administrative staff; Develops and/or implements major planning, evaluation or monitoring of long/short range operational plans, resource requirements and/or budgets for OCIA; Continually monitors and evaluates budget, fiscal, and administrative controls to manage OCIA's programs and services. The incumbent oversees the agency's strategic and ongoing engagement with Congressional offices, elected officials, and their staff to advance its mission of facilitating exports and supporting U.S. jobs.


Duties include, but are not limited to:

  • Manages the work of the office and supervises the Congressional Affairs Unit, including assigning, directing, and reviewing the work of the office and evaluating and managing employee performance.
  • Serves as focal point of contact for all inquiries, requests for assistance and correspondence addressed to EXIM staff, the Chair, the Chief of Staff, and the Board of Directors related to varied subject matters and proposed legislations. Ensures accurate, timely, and professional communication with Congress. Oversees and leads incoming and outgoing Congressional correspondence at all stages. Drafts, coordinates, and clears written and oral testimony of agency officials before Congress.
  • Advises and supports the Senior Vice President in reporting to the EXIM Chair, Board of Directors, and senior agency officials on major Congressional activities. Works in collaboration across divisions to develop positions, advise on potential impacts, and advance the agency's interests.
  • Undertakes a wide variety of special assignments alongside the Senior Vice President for Congressional Affairs, with respect to legislation, Bank policy and operations, and subjects of interest to the Bank which may involve jurisdictions of other government agencies, including but not limited to analyzing statutes and their legislative histories.
  • Prepares drafts of Administration amendments, formal bill reports, legislative specifications, testimony, and other briefing material used by the Chair and other internal and external senior officials.
  • Interprets the agency's policy positions, activities, and programs to members of Congress and their staff. Provides an in-depth analysis of problems and issues of interest to Congress and recommends appropriate action relating to EXIM's program, policies, and legislative concerns. Plays a key role in developing and implementing congressional affairs policies and programs.
  • Leads a wide variety of special assignments from the Senior Vice President for Congressional Affairs, with respect to legislation, Bank policy and operations, and subjects of interest to the Bank which may involve jurisdictions of other government agencies, including but not limited to analyzing statutes and their legislative histories.
  • Works with colleagues to support events with Congressional offices, governors, state legislators, and mayors. Supports meetings with DC representatives of governors, state legislators, and mayors.

Qualifications

Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work):

GS-15: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-14 level in the Federal Government or other equivalent pay systems. Specialized experience includes:

  • Experience working with committee staff and briefing Members of Congress, or senior government officials, on legislative and policy matters including, but not limited to, banking, financial services, trade, foreign relations, or appropriations;
  • Experience directing, coordinating, and supervising technical and non-technical staff;
  • Experience preparing senior officials for Congressional engagements including briefings and testimony at Congressional hearings
  • Experience developing legislative plans with milestones and timetables; drafting and analyzing legislation; writing official correspondence; AND
  • Experience working with inter-governmental or non-governmental stakeholders on legislative solutions to public policy issues.

Education cannot be substituted for experience at the GS-15 grade level.
