Duties

Help

The Director, Eastern Federal Lands Highway Division provides executive leadership and operational accountability for the Federal Lands Transportation Program, the Federal Lands Access Program, and inter-agency support programs with activities and projects in a multi-State area. This includes providing leadership for planning, research, engineering, and construction supervision of projects on Federal lands for the Federal Lands Management Agencies and for projects in support of other Federal and State partners.

Additionally, The Director:

  • Promotes the adoption of advanced technology and innovation for transportation system improvements; the identification and coordinated development of multi-modal transportation projects; the awareness and use of latest technologies for enhancement of the environment and mitigation of effects on air, noise, and water; the adoption of measures for resolution congestion problems; design and construction standards with special emphasis on safety and the development of an economically sound, energy efficient transportation system.
  • Determines and establishes program policies, objectives, and priorities for the division and directs development of action plans for accomplishment of programs. Assures that actions comply with national and regional priorities, objectives, and regulations.
  • Assures maximum Federal-State-local-tribal cooperation, coordination and consultation in achievement of Federal Lands programs. Represents the Federal Highway Administration (FHWA) in dealings with Federal agencies, State and local officials, representatives of industry, technical associations, and citizens’ groups. Promotes increased understanding and acceptance of FHWA programs and stimulates greater acceptance of policies and programs.
  • Serves as a senior advisor to the Associate Administrator, Federal Lands Highway and as the Administrator's immediate top management staff on field office concerns, including FHWA/Federal Agency/State relationships and national Federal lands highway policy issues.

Qualifications

As a basic requirement for entry into the Senior Executive Service (SES), you must clearly articulate and describe within your five (5) page resume evidence of progressively responsible supervisory, managerial, or professional experience which involved management of a program or organization of significant scope and complexity.  Your resume must provide information regarding your professional experience and accomplishments that demonstrate your ability to perform the duties of this position and meet the mandatory Technical Qualification(s) and Managerial Executive Core Qualifications listed below.

TECHNICAL QUALIFICATIONS (TQs): Below are the descriptions of the mandatory technical qualifications for this position. Your five (5) page resume must provide information regarding your professional experience and accomplishments that demonstrate you meet these technical qualifications. 

1. Demonstrated experience providing leadership in the development, evaluation, and implementation of surface transportation improvement programs and related innovative technologies (e.g. transportation planning management systems, design, acquisition, construction, and maintenance operations).

2. Demonstrated experience providing program management and project delivery leadership in field office operations involving Federal agencies, Tribal governments, State and local agencies, and other partnerships, in the implementation of surface transportation programs.

You will be evaluated for this job based on how well you meet the qualifications above.

A Senior Executive Service (SES) reviewing panel will evaluate your application based on the quality and extent of your total accomplishments, experience, and education. Applicants determined to be highly qualified may undergo multiple interviews.  The best qualified applicant will be asked to submit a written 10-page narrative statement addressing each of the ECQ areas (Leading Change, Leading People, Results Driven, Business Acumen, Building Coalitions). If selected, your written narrative statement addressing the ECQs must be certified by an OPM Qualifications Review Board (QRB), unless you are a current SES executive or have successfully participated in an OPM approved SES Candidate Development Program. You must receive certification before you can be appointed to the position.
