The position is located in the Office of the Chief lnformation Officer (OCIO). The incumbent reports to a Director within an OCIO Directorate and provides high level operational support. The incumbent provides expert guidance and planning in a wide variety of technical, administrative, and program assistance. In performing the duties of the position, the incumbent exercises judgment and an in-depth understanding and familiarity with the Directorate's operations to ensure that strategic, personnel, fiscal, and procurement policies and practices are observed, and those responsibilities are performed in accordance with Library and federal regulations.

Provides program support to the Director who is responsible for a wide range of activities and programs. Regularly interacts with other service unit supervisors and staff and officials throughout the Library. Plans, recommends, and participates in developing strategies for implementing planning for short-and long-range goals of the Directorate. Develops detailed plans for implementation and oversees implementation of goals.

Acts at all times in a confidential manner with respect to policy decisions which could potentially have labor­ management implications. Recommends actions needed to maintain or improve the quality and quantity of operational services involving the introduction or refinement of automation, reorganization of operating sections l .md units, reassignment of personnel, development of proposals to increase the organization's resources, and other actions.

Coordinates requirements and acts as an expert on special projects, advising the director and/or deputy on major issues and keeping management apprised of project progress and completion. Leads, conducts, and participates in management studies and reviews - chiefly those with wide or significant effect upon the Directorates' programs, organizational structure, policies, processes, operations, and fiscal control and economy. Organizes assigned projects; plans, organizes, and directs the team's work. Researches, identifies, and gathers necessary data including legislative and program data.

Serves as the primary liaison between the division and/or section chiefs of the organizational units in the Directorate and the Director and/or Deputy Director. Initiates, establishes, and maintains professional relationships throughout the Directorate, Service Unit, and throughout the Library, to share resources and information and effectively serve the Directorate's best interests.

Advises and assists OCIO directors and deputies keeping them abreast and informed of potential problem areas requiring their attention. Makes every effort to solve problem situations before they become significant. Prepares various special analyses and reports on technical or specialized information technology issues. On own initiative, conducts studies and makes recommendations on various administrative and management functions. Performs or oversees special analytical studies involving the evaluation of organizational, operational, and managerial effectiveness of plans, policies, and programs.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
