As a Human Resources Specialist (Quality Review), GS-0201-14, you will be responsible for:

•    Serving as the principal quality reviewer for the preparation and review of delegating examining reviews performed by the Recruitment, Staffing and Compensation Division (RSCD) as well as merit cases to ensure compliance, integrity and accountability of prescribed guidelines. Serving as a technical expert and maintains a comprehensive human resources program evaluation and accountability system for Recruitment, Staffing and Compensation Division, providing procedures, guidance and criteria in the recruitment functions ensuring established procedures adhere to regulatory requirements.

•    Evaluating the effectiveness in meeting the goals and objectives of the office as it relates to meeting regulatory requirements in the area of competitive and merit promotion recruitment and reports the findings to the Director and Deputy Director of RSCD as well as RSCD Branch Chiefs. Developing methodologies, collecting and analyzing data, determining findings, preparing reports which includes improvement recommendations, and ensuring the implementation of required corrective actions. Applying analytical skill in the resolution of particularly complex questions of human resource policy compliance.

•    Preparing report(s) of findings and making recommendations. Recommendations may often serve as the basis for new procedures and may dictate the need for program modifications or organization clarity necessary to bring programs back on track and improve effectiveness of service delivery systems as it relates to human resources.

•    Performing quality control reviews, overseeing, conducting analysis of data and processing to ensure accuracy of data coded on Standard Form (SF) 52s (i.e. nature of action (NOA), authority codes, position data, salary, remarks, etc.) prior to processing utilizing a variety of automated payroll and human resources information systems. Identifying problematic issues and takes appropriate corrective action to reduce error rates related to keying errors and systems problems through promoting both training and recommendations for process improvements. Reviewing output of data on Standard Forms (SF) 50s to ensure that appropriate information, corrections and changes are implemented.

  • You may be eligible for occasional telework in which you are required to report to the office on a regular basis. Participation must be requested and approved by the supervisor and there must be a signed telework agreement. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor. You must have access to high-speed internet and cell phone service meeting current Agency policy from the approved work location.  

Qualifications

Minimum Qualification Requirements
You may meet the minimum qualifications for the GS-14, if you possess the specialize experience, education, or a combination of the two.

Specialized Experience for the GS-14
One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing two (2) out of three (3) of the following duties or work assignments:
1.  Experience reviewing/ auditing processing, staffing and/or classification actions and providing guidance to Human Resources personnel in areas of improvement and/or corrective actions needed.
2.  Experience reviewing the work of HR personnel and presenting Human Resources leadership data analysis of errors and areas of concern in reports, charts and/or graphs.
3.  Experience creating standard operating procedures, desk guides, and check lists that specifically relates to staffing and hiring activities used by HR staffing specialists. 

Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).

1.    Knowledge of human resource staffing and classification compliance, program integrity processes and regulatory requirements to identify and resolve complex problems or issues that could impact the agency initiatives.
2.    Ability to develop desk guides, standard operating procedures and stay abreast of OPM’s laws and regulations and agency’s policies.
3.    Skill in responding and/or resolving to Delegated Examining or agency audit evaluations.

You will be evaluated for this job based on how well you meet the qualifications above.

1. Eligibility and Minimum Qualifications
