Help

As a Quality and Compliance Program Specialist, you will undertake and direct special studies as needed and prepares special reports or position papers involving highly complex and intricate contract compliance issues.

Major duties include, but are not limited to the following:

  • Analyzes, monitors and assesses risks associated with organizational business processes, systems, and products to ensure consistency with contractual requirements resulting in mitigation of contract compliance risks.
  • Provides detailed technical expertise to achieve organizational efficiencies, streamline quality control, assess risks, and oversee quality standards to ensure contract compliance on GSA GWAC Programs.
  • Evaluates the effectiveness of existing contract compliance strategies and implements policies and procedures to provide the maximum support to ITC business initiatives.
  • Undertakes and directs special studies as needed and prepares special reports or position papers involving highly complex and intricate contract compliance issues.
  • Applies qualitative and quantitative analysis (presentations and reports, spreadsheets, charts, statistical tools) to determine the nature and extent of problems and the probability of their resolution.
  • Collects and analyzes quality assurance data in support of finding and implements ways to eliminate and/or reduce barriers, promotes team building within FAS and improves business practices.
  • Determines the need for new or modified policies or procedures to address local and FAS-wide quality assurance issues. Develops comprehensive quality and operational viable solutions toward evolving or needed policy areas or issues affecting local and FAS-wide quality assurance.
  • Collaborates closely with ITC, FAS, GSA stakeholders and contractor personnel to ensure sound communications and information exchange with customer agencies and industry partners.
  • Coordinates and collaborates with key stakeholders, the acquisition workforce, and the ITC leadership teams (as applicable) in defining contract deliverables and establishing quality standards for contract deliverables.

The GS-14 salary will be based upon selectee's location.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.

Specialized experience must include experience performing risk assessments, contract compliance, quality assurance, and managing business process improvements that validate contract requirements. Experience should include reducing vendor compliance issues, coordinating activities of the collection of contract administrative fee and providing highly technical professional and administrative advice regarding technical and/or policy matters.

  • Expert knowledge of business and industry processes including knowledge of the supplier operations and quality assurance operations, requirements and processes to define problems, analyze alternatives, design and implement solutions and adapt equipment or techniques to resolve a diverse and complex range of quality assurance and technical problems.
  • Expert skill in analyzing, monitoring, and assessing risks associated with contractor processes, systems, and products to ensure consistency with contractual requirements resulting in mitigation of contract compliance risks.
  • Expert knowledge of qualitative and quantitative techniques required to assess and monitor contractor processes and systems and to analyze the effectiveness and efficiency of established contract management policies, procedures, and requirements in resolving quality assurance, financial integrity, and contractual compliance issues

  • Expert skill in examining, analyzing, and resolving policy issues and expert skill in strategically planning with a long-term perspective including expert skill in determining objectives and setting priorities.

  • Expert knowledge of administrative laws, court procedures, precedents, legal practices and documents, government regulations, executive orders, agency rules, government organizations and functions related to supplier operations and contract compliance.

  • Expert skill in applying analytical and evaluative techniques for the identification, consideration and resolution of a variety of highly complex issues concerning vendor compliance to define problems, analyze alternatives, and provide viable solutions.

  • Expert knowledge of contract access fee (CAF) and associated procedures to ensure regular and accurate collection.

  • Comprehensive knowledge of GWAC (Governmentwide Acquisition Contract) or Multiple Award/Indefinite Delivery Indefinite Quantity (MA/IDIQ) programs/operations, including the fee collection processes, supplier compliance monitoring and related applications.

  • Skill in presenting technical or non-technical data based on analysis and evaluation. Skill in clearly and concisely conveying findings and viable solutions to top officials at the agency and other federal agencies.

  • Knowledge of acquisition policies, processes, regulations, procedures, directives, program functional goals to manage the Governmentwide GWAC program.
