Summary

Location of position:  Federal Acquisition Services (FAS), Office of General Supplies and Services Categories (GSS). The duty location will be determined upon selection.

Duties

Help

The Office of General Supplies and Services (GSS) is responsible for acquisition services and comprehensive supply chain management, including excess/surplus federal property.

You will be responsible for the following duties, including but not limited to:

  • Monitors and evaluates assigned programs and initiatives. Develops recommendations for activities, operating policies and/or procedures.
  • Conducts complex analytical studies that are of special interest to specific functional activities or programs, and participates in unusual, controversial and sometimes highly sensitive aspects of the program.
  • Designs and undertakes comprehensive management studies, initiatives, or data-gathering efforts, where the boundaries of the studies are extremely broad and difficult to determine in advance, i.e. the actual limits of the project are developed as the study proceeds.
  • Prepares and/or conducts briefings for higher level management to explain the specific analysis of subject matter, as well as to provide recommendations or action plans and provide guidance and/or direction for implementation.

The GS13 salary range starts at $103,409 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is analyzing and evaluating the effectiveness of complex program operations and/or project initiatives aimed at improving business processes and customer service initiatives; and communicating organizational goals with internal and external stakeholders. Such experience must have included:

• Maintaining, tracking, measuring, and analyzing the success of program operations;
• Implementing and maintaining tracking and reporting systems;
• Applying change management and continuous process improvement techniques;
• Consulting with and advising management officials on program and/or project issues, concerns and successes; and
• Preparing communications.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities. Your responses to these questions must be supported by your resume or your score may be lowered.

Mastery of program analysis, management and evaluation methodologies, including the organizational theories and research principles necessary to perform broad, far-reaching studies impacting regional and Agency operations.

Knowledge of qualitative and quantitative techniques to analyze the effectiveness and efficiency of assigned programs, specifically management objectives and issues relevant to organizational goals. In-depth knowledge of agency organization, programs, mission and functions in order to apply analytical and evaluative methods to issues concerning the efficiency and effectiveness or programs operations or functions. 

Ability to identify problem areas, conduct extensive research, evaluate complex technical data, and make decisions or recommendations of a highly critical nature.

Skill in interpersonal relations and in written and oral communications required to explain and negotiate requirements and/or implementation of program initiatives; ability to present findings and conduct formal meetings in a concise and professional manner.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.

Consideration will be given to performance appraisals and incentive awards in merit promotion selection decisions in accordance with 5 CFR 335.103(b)(3). You should list any relevant performance appraisals and incentive awards in your resume so that information will be taken into consideration during the selection process.  If selected, you may be required to provide supporting documentation.
