Help

The incumbent will examine individuals with impairments, functional limitations, disabilities or other health conditions; determine a PT diagnosis, prognosis, and intervention. Alleviate impairments and functional limitations by designing, implementing, and modifying the interventions. Prevent injury, impairment, functional limitation, and disability by promoting wellness, fitness, and quality of life in all age populations. Additional duties include: assist with guidance and direction of volunteers and completion of various administrative tasks within the department. The duties and responsibilities of this position are carried out throughout the VA Hospital and associated clinics including various clinical, administrative and patient care areas associated with PM&RS.

Duties include but not limited to:

  • Plans an effective goal-directed treatment program, based on findings from a thorough examination and assessment that is appropriate and indicated for the impairment, functional limitation and/or disability being treated. Implements the treatment program and modifies it as needed to achieve goals.
  • Recognizes the appropriateness of treatment based on indications, precautions and contraindications. Recognizes when to refer conditions outside the scope of physical therapy practice to the appropriate provider.
  • May work closely with an interdisciplinary team in the planning and implementation of the patient's treatment program.
  • Is skilled in communicating, both orally and in writing, with patients, families, caregivers, and other health care professions to facilitate the multidisciplinary treatment process
  • Considers the age/gender of the client, when assessing or providing client care, as it relates to the ability to understand directions and provide objective self-assessments when implementing the overall treatment plan.
  • Provides clients and their families with education, information and training regarding the nature of their impairments, functional limitations, treatment plan, goals, home program, and/or disability. This is accomplished individually or with the interdisciplinary team, family, and patient.
  • Appropriately plans client discharge and/or need for continuing treatment and terminates treatment when the client reaches maximum rehabilitation potential.
  • Documents all evaluations, treatment, progress, education, and training in the client's medical record.
  • Maintains a safe work environment to include non-technical maintenance of equipment, safety checks, cleaning, stocking, etc.
  • Complies with all privacy laws and regulations including but not limited to HIPP A.
  • Performs other related duties as assigned.

Work Schedule: Tuesday - Saturday, 7:30 am - 4:00 pm

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

English Language Proficiency: Physical Therapists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d).

Education and Experience: Physical Therapists must meet one of the education/experience requirements below:
Bachelor's degree in Physical Therapy AND five (5) years of progressively independent experience as a physical therapist;

~ OR

Master's degree in Physical Therapy AND two (2) years of progressively independent experience as a physical therapist;

~ OR

Doctorate degree in physical therapy.

NOTE: Individuals must be a graduate of a Commission on Accreditation in Physical Therapy Education (CAPTE) accredited college or university.

Foreign Graduates- Graduates of foreign physical therapy programs meet the Basic requirements if they have a full unrestricted and current license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia.

License-Submit Documentation: Individualsmust hold a full, current, and unrestricted license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia.

Note: Non -Licensed PT's who otherwise meet the basic requirements, may be given a temporary appointment as a graduate PT at the GS-11 grade for a period not to exceed two years from the date of employment on the condition that the PT provide care only under the supervision of a PT who is licensed Failure to obtain licensure during that period is justification for termination of the temporary appointment.

  • Loss of Credential. A PT who fails to maintain the required license must be removed from the occupation, which may result in termination of employment. At the discretion of the appointing official, an employee may be reassigned to another occupation, if qualified, and if a placement opportunity exists.
  • Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria.
Grade Determinations: In addition to the basic requirements above, you must also meet one of the following grade requirements for a specific grade level.

GS-11: (Entry level)

Experience, Experience, and Licensure: None beyond the basic requirements.

GS-12: (Full Performance Level)

Experience, education and licensure. In addition to the basic requirements, candidates must possess one year of experience equivalent to the GS-11 grade level, hold a valid unrestricted state license and demonstrate all the KSA's listed below:
  • Ability to make autonomous clinical decisions in a Direct Access environment. This includes ability to independently evaluate and treat patients who seek physical therapy services.
  • Skill in performing examinations and evaluations of individuals who have or may develop impairments, activity limitations, and participation restrictions related to conditions of the musculoskeletal, neuromuscular, cardiovascular, pulmonary, and/or integumentary systems while considering the effects attributable to unique psychosocial and environmental factors.
  • Ability to interpret findings from examination and evaluation, select appropriate test and measures, and integrate findings into the physical therapy plan of care for the full range of patient populations.
  • Ability to establish a diagnosis within the scope of physical therapy and identify the appropriate rehabilitation intervention, including referral to another provider for further consultation as clinically indicated.
  • Ability to determine physical therapy prognosis by incorporating examination findings with the patient's preferences in order to set clinically appropriate treatment goals, optimize outcomes and maximize functional independence.
  • Ability to independently provide clinical oversight of Physical Therapy Assistants as well as students on clinical affiliations who are in Doctoral PT Programs or PTA Programs.

The full performance level of this vacancy is GS-12.

Physical Requirements: The physical demands of a Physical Therapist are considered "medium duty: with regards to strength and endurance according to the Department of Labor. Medium work entails exerting 20-50 pounds of force occasionally, and/or 10 to 25 pounds of force frequently, and /or greater than negligible up to 10 pounds of force constantly to move objects.
Positional tolerance is required as follows:
  • Frequent standing, walking, bending, sitting, crouching/kneeling, and changing from one position to the other frequently throughout the day.
  • Sitting at a desk and using upper extremities to reach, grasp, and place papers, charts, and binders.
  • Reaching, lifting, carrying, pushing, and pulling: 1-10 pounds constantly, 10-25 pounds frequently, and 20-50 pounds occasionally.
