Summary

This position is located in the Architect of the Capitol (AOC), in the U.S. Capitol Visitor Center (CVC).

The CVC is the public’s front door to the U.S. Capitol, offering tours and education programs as well as supporting congressional events. Our goal is to inform, involve and inspire every visitor to the U.S. Capitol. The CVC has 200 employees across five divisions: Visitor Services, Exhibits and Education, Retail, Communications and Marketing, and Planning, Operations and Evaluation.

Help

The Digital Program Manager will provide the overall technological vision and platform for the CVC’s virtual presence, by developing, implementing and managing the digital infrastructure to deliver engaging experiences that drive online and virtual engagement and learning.

MAJOR DUTIES INCLUDE:

PROGRAM DEVELOPMENT AND BUSINESS ANALYSIS

Facilitates the development and implementation of a digital platform that streamlines and hosts apps and other interactives to provide a branded cohesive vision.

Designs and develops digital platform based on CVC’s strategic plan and priorities to support execution and sustainment of the CVC’s digital programs; ensuring all program elements are implemented according to objectives and specifications.

Manages the lifecycle of CVC’s digital platform from concept development through implementation. Provides hands-on program management support to optimize delivery of complex programs which require cross-functional support from internal and external teams on analytics, technology, and data.

Works with internal and external partners to understand overarching goals; identify and define requirements, scope and objectives accordingly.

Serve as primary contact to all end-users of key platform user group. Develops and implements UI/UX interfaces to support digital programs and CVC’s digital platform.

Employs strong oral and written communication skills to ensure scope alignment with partners and creative and technical contributors.

Analyzes work processes or problems and develops reports and insight. Develops and creates customized reports and dashboards.

PLATFORM ADMINISTRATION

Creates and documents platform requirements, changes, and enhancements collaborating with internal and external partners.

Monitors use of platform and targets interventions to ensure high adoption and high end-user satisfaction.

Creates and maintains documentation on existing processes, policies, application configuration and support related materials for users as solutions are developed.

Manages upgrades, including coordination during the software testing process, which includes devising test plans, creating test cases, establishing protocols and appropriate testing environments.

Develops, implements, and manages SEO content and strategies.

PROJECT MANAGEMENT

Analyzes business processes and makes recommendations on relevant technology to improve business processes.

Plans and manages software and IT projects associated with the digital platform including educational technologies and resources, instructional design, and equitable access for audiences.

Serves as a Contracting Officer’s Technical Representative (COTR) performing such duties as writing Statement of Work (SOW) and Requests for Proposal (RFP).

Performs other related duties as assigned.

Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
 
Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the GS-12 grade level in the Federal service.

Specialized experience for this position includes: (1) Experience implementing and overseeing the development and delivery of a digital platform for an organization; (2) Experience applying project management principles and processes to support content projects in order to present an organization's information online;(3) Experience using emerging media and digital policies, products and technologies to improve digital platforms; (4) Experience with online trends, design, user experience and technology concepts and principles to bring digital projects from conception to launch; (5) Experience using oral and written communication techniques to articulate findings, prepare reports and make recommendations; and (6)Serving as a Contracting Officer’s Representative (COR) or in an equivalent capacity overseeing the administration of contracts and/or agreements.
