Duties

Help
  • Serves as the Director of Defense Logistics Agency Installation Management.
  • Provides enterprise-wide policy, program, and world-wide operational management for Installation Management; Installation Energy Conservation and Management; Environmental Management; Security and Emergency Services; --
  • -- Family Morale, Welfare and Recreation (FMWR) and Chief of Staff Portfolio audit sustainment, and contract review for DLA Installation Management Activities located at 11 major DLA locations worldwide.
  • Serves as the top-level advisor and consultant to the DLA Chief of Staff, DLA Vice Director, and DLA Director on all matters affecting policies and practices of DLA Installation Management's missions and responsibilities.
  • Directs and approves administration of policy for centralized management and support services in a broad range of agency functions and missions to include facilities management, installation energy conservation --
  • -- climate resilience and sustainability programs, real estate and real property management, environmental management, FMWR programs, security and emergency services, law enforcement, and operational technology.
  • Develops, approves, and implements DLA policies, procedures, programs and guidance for the administration of Military Construction (MILCON), Sustainment, Restoration and Modernization (SRM), installation energy conservation and sustainability --
  • -- facility master planning, space management, real property accountability, engineering management programs, environmental liability, security and emergency services and FMWR and Non-Appropriated Fund (NAF) acquisition programs.
  • Manages and approves the development of short and long range plans for DLA Installation Management.
  • Develops Joint DoD policy and execution contract strategies for MILCON, SRM, Environmental, Energy Conservation/Sustainability, FMWR, and NAF programs.
  • Represents DLA on Interagency working groups.

Qualifications

To qualify for the Director, DLA Installation Management, your resume must support:

A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

  • Leading, supervising and managing a large, complex, multi-disciplined and culturally diverse workforce, including fostering teamwork, strategic planning, high morale (attracting, retaining, motivating) and providing guidance to the workforce.
  • Building cooperative relationships and negotiating solutions with customers and Agency Senior Leaders that address varied complex and opposing interests.
  • Leading a staff and programs that include a high degree of managerial and executive knowledge, skills and abilities, as well as expertise across a broad spectrum of disciplines.
  • Reviewing, coordinating and building consensus for agency policies to address a broad range of functions and missions such as installation management, installation energy conservation and sustainability programs, real estate and real property management, military family housing management, environmental management, occupational safety and health, MWR, Quality of Life (QOL) programs, security and emergency services, and law enforcement.
  • Defending Agency position in face-to-face meetings with the highest levels of DoD, OMB, CEQ (White House), Environmental Protection Agency (EPA), and Congress which has direct impact on the Agency's programs and heavily influence department policies.
  • Explaining positions/solutions, both orally and in writing, and gaining acceptance by colleagues, customers and SES/Flag Level Officers.
  • Planning and resource management, including developing short- and long-range plans for a wide variety of Installation Support programs.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
