Summary

The AO is seeking an exceptional leader to serve as the Associate Director of the Department of Administrative Services (DAS). The Associate Director's Office is responsible for the strategic planning, coordination, and program assessment of DAS; providing policy and relevant Judicial Conference committee support. As a member of the Executive Management Group, the Associate Director provides advice and counsel to the agency's Director and Deputy Director.

The Associate Director of DAS serves as the principal senior executive overseeing a broad portfolio of services that support the federal judiciary, including the following: Budget, Procurement and Acquisition, Human Resources, Financial Management and Accounting, Facilities, Security, Administrative Systems, and staff support for certain Judicial Conference Committees and Advisory Councils. For each program within this portfolio, the Associate Director provides high-level, executive oversight of strategic planning, mission execution, program assessments, resource planning and execution (e.g., human resources, funding), policy development and analysis, and communications. DAS has approximately 500 government employees and fiduciary responsibility for more than $9 million in annual appropriations.

The duties of the Associate Director include, but are not limited to:

  1. Oversee the management and execution of the judiciary's annual financial plan as well as formulation and approval processes of the judiciary's budget request to the Congress, including the judiciary's liaison activities and engagement with congressional appropriations and budget committees. This includes ensuring the AO and courts leaders are advised and updated on the status of appropriations and budget initiatives pending before the Congress.
  2. Oversee the judiciary's procurement management and acquisition programs, including contracting officer services, procurement policies and guidance, training, and contracting authority delegations.
  3. Oversee the judiciary's human resources management services including benefits, performance management, classifications and compensation, recruitment and hiring, personnel security, retirement, workforce analysis, and related policy and guidance.
  4. Oversee the judiciary's financial management and accounting functions, travel program, training, and related policy and guidance, as well as financial functions for the Judicial Survivors' Annuities System, Judicial Officers' Retirement Fund, Judicial Retirement System, and Court of Federal Claims Judges' Retirement System.
  5. Oversee the judiciary's facilities programs, including services provided by the Architect of the Capitol and GSA. This includes facilities, property management, safety, printing, and mail handling services at the Thurgood Marshall Federal Judiciary Building.
  6. Oversee the judiciary's courthouse construction program including development of prospectus projects, long range planning, review of large repair and alteration projects in courthouses, development and coordination of five-year courthouse plans, training, and related policy and guidance.
  7. Oversee the judiciary's security program and services provided by the U.S. Marshals Service, Federal Protective Service, and GSA. Develop physical security requirements and standards for judiciary facilities, implement the Daniel Anderl Judicial Security and Privacy Act of 2022, provide emergency management support, emergency preparedness support, and continuity of operations planning.
  8. Oversee the planning, management, development, implementation, and support of judiciary administrative systems. Coordinate with the Department of Information Technology to ensure administrative systems are fully aligned with AO-wide information technology standards and guidelines.
  9. Oversee support for Judicial Conference Committees and AO Advisory Councils and Working Groups, including the development and analysis of program recommendations, agenda materials, providing subject matter expertise, and facilitation of meetings.

  7. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.

Qualifications

Applicants must have demonstrated experience which shows competence in the qualifications as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which includes interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience equivalent to the GS-15/JSP-15/CL 31 level which is in or directly related to the line of work of this position. Specialized experience for this position is defined as follows:

  1. Overseeing a broad portfolio of services that support the federal judiciary, including budget, annual appropriations, procurement and acquisition, human resources, financial management and accounting, facilities, security, administrative systems, and staff support for Judicial Conference Committees and Advisory Councils; and
  2. Experience providing high-level executive oversight of an organization with a broad portfolio of mission including strategic planning, mission execution, program assessments, resource planning and execution (e.g., human resources, funding), policy development and analysis, and communications.
Additional Assessment: Applicants who meet the specialized experience requirements also will be assessed on the following Mandatory Technical Qualifications (MTQs) and Executive Core Qualifications (ECQs).

Mandatory Technical Qualifications: The MTQs listed below should be evident in your resume. A supplemental narrative must be uploaded and attached to your application addressing each MTQ listed below.
  1. Demonstrated experience in providing executive oversight of a highly complex organization with a broad portfolio of missions, including budgeting, congressional appropriations, procurement and acquisition, human resources, financial management and accounting, facilities, security, and administrative information technology systems.
  2. Demonstrated experience leading a large, complex organization, including defining mission, vision, goals, strategic planning, monitoring, and evaluating mission performance, managing significant portfolios of human and financial resources, leading transformation, change management, and process improvement, guiding strategic communications, and establishing a strong culture of customer service.
  3. Demonstrated knowledge and experience with the structure, function, and processes of the Judicial Conference of the United States and its committees, as well as the AO's advisory group.

Executive Core Qualifications (ECQs): Applicants currently serving in an AOES and Court Unit Executive positions or under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to submit a narrative response for the Executive Core Qualifications (ECQ).
