Duties

Help

Provides on call Maintenance Control services to Flight Program Operations aircraft and crews. Coordinates flight schedules with maintenance requirements to ensure aircraft availability and is the focal point for coordination of Flight Program Operations aircraft maintenance planning, aircraft status information, and location. Ensures timely accomplishment of aircraft maintenance with a minimum impact on flight inspection services, worldwide. Is considered a technical expert within the organization for the assigned system or specialty area and provides airworthiness release authority to maintenance bases and personnel engaged in maintaining Flight Program Operations aircraft. Makes on time decision for schedule to resolve conflicts among maintenance and daily operations schedule. This position requires a FAA Airframe and Powerplant certificate.

Performs work of broad scope and complexity. Updates, tracks, and schedules service inspections and unscheduled maintenance checks. Ensures aircraft within Flight Program Operations are maintained in compliance with all regulatory requirements. Responsible for monitoring aircraft, initiating, and overseeing maintenance events to ensure aircraft are returned to service in a timely and effective manner. Establishes and oversees the completion of assignments by technicians working on active aircraft in Flight Program Operations and redirects work assignments when required. Monitors and identifies current maintenance status of Flight Program Operations aircraft fleet. Coordinates with maintenance vendor to plan, execute, oversee, and document maintenance events. Ensures all stakeholders affected by a grounded aircraft is aware of the status. Assists maintenance personnel with information concerning parts and/or other aircraft related equipment. Coordinates and authorizes all aircraft maintenance on agency aircraft away from FAA maintenance facilities and coordinates special flight permits through the Maintenance and Operations Directorates under 14 CFR 135 Operations.

Authorizes deferrals using minimum equipment list, deferred discrepancy list, and non-essential furnishings list, using the electronic tracking and management system. Thoroughly analyzes the conditions of the affected system or systems, determines the cause for failure or poor performance, and provides the necessary action to restore the system or systems to normal operating condition.

Applies broad experience and comprehensive technical knowledge of the agency's aircraft to provide technical support to technicians. Has an understanding of new technologies and methods, and FAA policies and programs to coordinate aircraft out of service activities. Reviews routine and non-routine maintenance paperwork for accuracy and completeness.

Contacts are made to furnish technical guidance and advice, instruct other employees, share information, provide data, discuss the statuses of assignments, and coordinate the activities of contractors. Often represents the organization as a primary technical point of contact on projects, programs, and other work activities to coordinate and implement plans or to obtain information and resolve problems. Coordinates with other organizations and agencies concerned with FAA activities.

May be physically required to perform heavy lifting and carrying 45 pounds and over, pulling hand over hand, pushing, reaching above shoulder, walking, standing, crawling, and kneeling for extensive periods of time. The employee must at all times observe the highest health, safety standards and comply with environmental factors within the work area. Must be alert to the hazards of working in close proximity of live aircraft.

May be required to travel, work rotating shifts to include nights, days and/or weekends, and work in other components of the organization or geographic locations. Maintenance Control provides services to flight crews on a 24-hour schedule.

Qualifications

To qualify for this FV-I (FG/GS-13) position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H (FG/GS-12) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

SPECIALIZED EXPERIENCE includes: experience in an Maintenance Control Center coordinating flight schedules with maintenance requirements, providing CFR 14 135 airworthiness releases, initiating, overseeing and coordinating maintenance events ensuring a timely return to service, authorizing deferrals using minimum equipment list, assist in troubleshooting aircraft flight discrepancies, authorize third party maintenance providers in accordance with the GMM for a 14 CFR Part 121 Air Carrier and/or a 14 CFR Part 135 Air Carrier in a maintenance environment.

In addition to the minimum qualifications, the following has been determined to be a selective factor for this position. This means possession of this criterion is part of the minimum qualifications and is essential to perform the duties and responsibilities of this position. Applicants who do not possess this criterion are ineligible for further consideration.

SELECTIVE PLACEMENT FACTOR (SPF): Applicants must possess a valid FAA Airframe and Powerplant (A&P) certificate AND document experience in an Operational Control Center serving a 14 CFR Part 121 Air Carrier in a maintenance environment with scheduled service and a fleet size greater than 50 OR experience in a 14 CFR Part 135 Air Carrier in a maintenance environment with a fleet size greater than 25 or more.

ALSO

QUALITY RANKING FACTOR (QRF):Well-qualified applicants must possess and document experience on at least one of the following aircraft: Beechcraft King Air 90 or 300 series, Bombardier CL-600 series, or Learjet model 60.
