DUTIES AND RESPONSIBILITIES:
The primary purpose of the Senior Health Policy Administrator is to provide leadership and strategic direction for the IHSC Office of Policy in alignment with IHSC, ERO, ICE, and DHS missions.

The duties of the position may include, but are not limited to, the following:

  1. Manage employee productivity, motivate and guide team members, identify team priorities, and establish team building opportunities.
  2. Provide advice and counsel on sensitive policy matters for the detention health domain to senior leadership and stakeholders internal and external to IHSC.
  3. Coordinate and implement policy initiatives across the IHSC mission space.
  4. Oversee development, implementation, and evaluation of policy tools such as the IHSC policy resource library, electronic policy tracking system, and policy-related notices.
  5. Develop and review guidance materials that impact delivery of detention health care.
  6. Assist with facilitating IHSC Policy Coordination meetings, identify agency-wide training needs, and provide training and ongoing guidance to IHSC staff.
  7. Provide training and ongoing guidance to Policy Analysts, Health Policy Administrators, and Policy SMEs within the IHSC Office of Policy.
  8. Submit regular policy reports to the Chief of Staff, DADs, and AD.
  9. Attend and, if necessary, travel to training deemed necessary for the performance of duties.
  10. Other duties and responsibilities as assigned.

Qualifications

PHYSICAL DEMANDS:

Education

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  1. Bachelor's degree or higher in nursing, healthcare administration, or health sciences (clinical or non-clinical) from an accredited institution or program.
  2. If the incumbent holds a clinical license, it is the responsibility of the incumbent to maintain clinical professional skills and fulfill the obligation(s) of their licensing or certifying body to maintain a current and unencumbered status. This position may be required to perform clinical activities with the scope of clinical license in times of critical needs within the agency.
  3. Minimum of three years of professional experience working in policy and national program development and implementation, with ability to draft health policy documents independently or with minimal supervision.
  4. Strong program management skills and abilities, including technical writing, risk management, planning and coordination, time management, and data collection, analysis, and reporting.
  5. Strong supervisory and leadership skills, including communication, problem-solving, adaptability, negotiation, organization, conflict management, and critical thinking.
  6. Ability to professionally interact effectively and collaborate with other IHSC, ERO, ICE and DHS offices at all levels of management.
  7. Knowledge, skills, and ability to locate, read, and understand complex health care records and reports.
  8. Proficiency in, applicable detention health care standards (e.g., PBNDS, ICE National Detention Standards, NCCHC, ACA, and applicable federal laws).
  9. High degree of independence, initiative, and follow through on a wide range of sensitive, complex, and program issues.

Additional information

The incumbent serves within the IHSC Office of Policy as the Senior Health Policy Administrator and reports directly to the IHSC Chief of Staff. The primary responsibility of the Senior Health Policy Administrator is to provide policy leadership and strategic direction in alignment with the missions of IHSC, ERO, ICE, and DHS. This is a supervisory position.

IHSC has a multi-sector, multidisciplinary workforce of more than 1,650 employees, including PHS commissioned officers, federal civil servants, and contract staff. In Fiscal Year (FY) 2023, IHSC administered and managed a health care system that provided direct care to over 131,000 detainees housed at 19 IHSC staffed facilities across the nation. The health care provided included medical, dental, mental health care, as well as public health and disease prevention programs. IHSC also oversaw compliance with ICE detention standards related to health care for more than 191,850 detained noncitizens housed in 128 non-IHSC-staffed facilities, totaling more than 45,000 beds. IHSC also directly supports ICE field office directors on medical issues within their area of responsibility. IHSC oversees the financial authorization and payment for off-site specialty and emergency care services for detainees in ICE custody. IHSC also provides medical support during ICE enforcement operations in the air, on the ground, and at sea.


SUPERVISORY CONTROLS:
The incumbent reports to the Chief of Staff who provides administrative direction. Specific assignments frequently originate out of the activities of the incumbent who independently negotiates the scope and objectives of the project with the Chief of Staff.

The Senior Health Policy Administrator is the most authoritative policy professional within IHSC and assumes responsibility for planning, coordinating, and carrying out projects; directs/evaluates the work of those they supervise; and informs the Chief of Staff of progress as appropriate. Work is generally considered to be technically accurate and is often not subjected to detailed substantive review by the supervisor.
