Summary

As a Project Manager, you will perform Federal acquisition and project management that includes responsibility for managing projects and serving as a technical authority in the information technology and/or professional services areas.

Location of position: The official duty station will be determined upon selection within the geographic areas of: California, Florida, Maryland, Washington DC, Virginia.

This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area. If you are selected for this position you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to telework one or more days a pay period depending upon the terms of the agency’s telework policy.

Duties include, but are not limited to:

  • Provides expert pre award technical acquisition support, contract performance monitoring, technical reviews of contract deliverables, and ensures technical performance delivery.
  • Develops and maintains productive business relationships with Industry Partners to facilitate satisfaction of C/TO requirements.
  • Defines technical requirements associated with client needs. Analyzes the technical feasibility of various solutions and identifies optimal technical solutions for acquisition strategy.
  • Serves as a trusted advisor on behalf of the sponsor agency and clients. Supports the client in all phases of project management and task order administration.
  • Independently conducts scope and project requirement reviews and evaluations. Provides expert pre award technical acquisition support, contract performance monitoring, technical reviews of contract deliverables, travel requests, material and equipment purchase requests, invoices and technical performance delivery. Provides project life cycle technical support, oversight, and management of highly complex projects.
  • Translates technical requirements into contractual language. Prepares Independent Government Cost Estimate (IGCE) associated with the project, prepares technical criteria of the source selection plan, serves as a voting member on the technical evaluation board, and prepares technical evaluation reports. Supports the Contracting Officer in conducting the technical portion(s) of debriefs.
  • Develops and maintains productive partnerships with clients, support staff, and other GSA employees.

  • Undergo and pass a background investigation dependent on the position for which selected, which may be designated at Top Secret/SCI, Top Secret, High Risk, Moderate Risk or Low Risk. Dependent on which position you are selected for you will be required to undergo and pass the appropriate Tier background investigation level. You must be granted this clearance before you can start the job.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position
  • The incumbent of this position MAY be subject to drug testing.

The GS-14 salary range starts at $122,198 per year.  

SPECIALIZED EXPERIENCE:  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized Experience is defined as demonstrated expertise in project management that includes responsibility for overseeing highly complex and high dollar value Information Technology (IT) and Professional Services projects, serving as a subject matter expert and lead technical authority, and leading other technical project managers in the conduct of routine project activities. Such experience must include:

  • complex project lifecycle technical support,
  • translating technical requirements into contractual language,
  • leading teams in determining the technical feasibility of project solutions for acquisition strategy,
  • developing project methodologies to meet project objectives, delegating tasks among a team,
  • contractor performance monitoring, and
  • developing standard operating procedures

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.

  • Mastery knowledge of federal acquisition Information Technology (IT) and/or Professional Services (PS) offerings, products, and solutions to assist client agencies in analyzing complex mission requirements and to apply acquisition solutions to efficiently and effectively accomplish client requirements.
  • Expert knowledge of business and industry practices, characteristics, and uses of products and services, including the establishment and maintenance of business relationships with federal civilian and military agencies to provide technical advisory/consultant services.
  • Expert skill in working with clients to assess client technical requirements, resolve client challenges, make decisions, satisfy clients, and commit to quality service.
  • Expert skill in integrating and developing project methodologies to meet highly complex technical project objectives. Expert skill in managing and providing technical oversight for several concurrent projects.
  • Mastery knowledge of project management and experience to manage multiple complex, high-dollar value, and competing priorities. Such project management skills include the technical aspects of contract administration such as the inspection and review of all contract deliverables, Quality Assurance, Requirements Analysis, and Risk Management.
  • Skill in communicating with current and potential clients, including skill in effectively defining and describing federal acquisition services and capabilities, and to rapidly develop an understanding of clients’ technical needs and the means to address them.
  • Mastery level skill in preparing high-quality written documents such as statements of work, technical reports, project plans, technical analyses, technical direction letters (TDLs), etc.
