Duties

Help
  • Supervises government personnel and overseas the efforts of contract personnel within the branch. Directs and coordinates the work of assigned personnel. Gives advice, counsel, or instruction to team members on both work and administrative matters.
  • Plans, directs, reviews, evaluates, and coordinates fiscal resources requirements analysis and planning activities to address the full scope of the J7’s DOTMLPF functions, programs, and activities.
  • Facilitates analysis and coordination of policies and processes governing Planning, Programming, Budgeting and Execution requirements for Joint Force Trainer for cyberspace operations.
  • Analyzes and evaluates financial management information through the application of cost estimating/cost analysis techniques; reviewing resource/financial management data; and reviewing past commitments, obligations, cost accruals, and expenditures.
  • Performs financial review and analysis of J7 fiscal program execution.
  • Monitors, reviews, and verifies the use and rate of expenditures of budgeted funds through continuing dialogue with program officials and their staff, review of written documents, and examination of accounting records.
  • Conducts research, identifies and analyzes trends in the use of funds, and evaluates the effects of continuing changes in program plans and funding.
  • Provides expert advice and guidance concerning policies, plans, basic concepts, and principles of financial and resource management.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • May be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
  • Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft up to 10% of the time.
  • The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counter intelligence scope polygraph exam.
  • This is a Drug Testing Designated Position. The incumbent is required to sign a DA Form 5019-R and must pass urinalysis testing, as required, prior to appointment, reassignment or transfer and periodically thereafter.
  • The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
  • THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.

To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) formulating internal policies to support the implementation of the budget; 2) preparing resource estimates/analysis by working with leaders and subject matter experts to assure estimates are synched with the program objectives, priorities, and plans; 3) reviewing budget related work products for technical adequacy, progress, consistency, and compliance with policies, procedures, directives, and; 4) providing resolutions to complex financial issues.
