Summary

As a Supervisory IT Specialist (INFOSEC), you will provide technical and administrative supervision to the assigned organizational staff, oversee the daily operations of the organization, and ensure guidelines and priorities are followed.

Location of position: Federal Acquisition Service (FAS), Information Technology Category (ITC), Office of Acquisition, Office of Supply Chain Risk Management.

We are currently filling two vacancies, but additional vacancies may be filled as needed.

Help

  • Provides technical and administrative supervision/oversight to the assigned organizational staff. Oversees the daily operations of the organization. Recommends changes and improvements to existing policies, procedures, strategies, and processes impacting the Branch, which performs the following  complex technical functions:  analysis, monitoring and approving contractor processes, systems and products in relation to contractual requirements and supply chain risk management needs; conducting technical research, sensitive complaint investigations and internal audits; performing comprehensive risk assessments and managing the most problematic contractors in the territory; and providing technical expertise, market research and related compliance and cyber supply chain risk management support to FAS procurement and marketing activities.
  • Reviews and resolves the most complex, sensitive and controversial supply chain risk and compliance issues, such as those involving highly specialized or unique commodities, critical contractors or other service providers, high profile and/or extremely hostile compliance conflicts, recommending policy adjustments for persistent or critical supply chain risk and compliance programs, etc. Uses technical expertise in the full array of information security functions to provide comprehensive expert and authoritative advice and consultation as well as utilizes best practices for managing supply chain and insider risks, from economic and threat perspectives. Uses knowledge of information systems risk analysis to participate in risk and vulnerability assessments of vendor information systems to identify vulnerabilities and risks.
  • Supports acquisition strategy development, building on work by but not limited to the Intelligence Community, Department of Defense (DoD), Department of Homeland Security (DHS) and the Office of Management and Budget (OMB) for commercial hardware, software, services, and IT solutions. Participates and provides leadership in special projects or studies, work groups, task forces and panels, frequently focusing on problems and policies impacting the future direction of SCRM and/or GSA/FAS/ITC programs.
  • Provides recommendations and input on authoritative papers and reports which state the agency's position and furthers the objectives of the organization's programs. Provides leadership in developing, implementing, and monitoring IT Security, supply chain policies, procedures, and guidelines. Researches and evaluates current policies, procedures and guidance for use in information security and the supply chain and develops guidance which support overall objectives for the organization.

The GS-14 salary range starts at $122,198 per year.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.

Applicants applying for the GS-14 grade level must have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-13 level in the Federal service as described below:

IT SPECIALIST COMPETENCY REQUIREMENTS:

  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant reviews reports, documents, records, data, or other materials to verify completeness, correctness, consistency, compliance, or authenticity.
  • Customer Service - This skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups.
  • Oral Communication - This skill is generally demonstrated by assignments where the applicant discusses results, problems, plans, suggestions, terms, or conditions with others.
  • Problem Solving - This skill is generally demonstrated by assignments where the applicant designs or conducts analytical studies, cost-benefit analyses, or other research.

SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is defined as experience in is planning, managing and directing a supply chain management program for IT products, services, and/or solutions and performing contract compliance assessments. This experience must include:    

  • Leading contract compliance verification activities involving onsite and virtual assessments, execution, writing, and reporting;
  • Performing qualitative and quantitative analyses of vendor supply chain risk management and compliance controls, processes and IT systems;
  • Identifying, evaluating, and mitigating supply chain risks to reduce identified enterprise wide supply chain threats and vulnerabilities;
  • Serving as a technical expert in supply chain risk management information system technology and possessing an awareness of emerging technologies in order to provide recommendations on organizational requirements;
  • Preparing and conducting customer briefings, seminars, and site visits; conducting face to face interactions with program and contracting support staff.

  • Knowledge of Federal procurement laws, regulations, Government procurement principles, IT industry standards, GSA standards, directives, guidelines, and other regulatory materials covering IT areas.
  • Knowledge of information technology systems security concepts and principles and awareness of emerging technologies and their applications to supply chain risk management.
  • Knowledge of project management techniques and best practices and standards and ability to apply this knowledge in a Government reimbursable organization.
  • Expert level knowledge of cybersecurity, critical infrastructure and resilience security, and supply chain and risk management initiatives, legislation, policies, standards, and strategies.
