This position will be in GSA, Federal Acquisition Services (FAS), Professional Services and Human Capital (PSHC). The Office of Professional Services and Human Capital Categories (PSHC) is responsible for the strategic leadership, oversight, and management of FAS’s professional services, human capital services, and charge card management programs and contracts.

  • Participates in coordinating, directing, and managing the accomplishment of the existing Federal Acquisition Service (FAS) contracts as well as the support contracts for which the organization is responsible. The incumbent develops, analyzes, evaluates, and advises on methods and procedures to improve the operational effectiveness of the organization in fulfilling its assigned responsibilities
  • Serves as an Agency expert and senior level GSA advisor on Federal professional services, telecommunications, and/or information technology (IT) contracting policy and approaches. Is an Agency representative on special task groups within and outside the agency in the development of professional services, telecommunications, and/or IT program/contracting policy. Provides advice to agency personnel on new policy and regulatory development projects.
  • Responsible for the analysis and evaluation of contracting matters, and the initiation, development, and recommendation of contracting policies, procedures, guidance, and control for subordinate contracting activities. Initiates, develops, recommends, coordinates and implements procurement policies associated with the full-range of professional services, telecommunications, and/or information technology services. Develops position papers to respond to specific procurement issues/developments and recommends resolutions to specific procurement problem areas.    
  • Advises and recommends action on management and technical actions concerning overall plans associated with procurement of follow-on professional services, telecommunications, and/or information technology services. Conducts internal quality assurance reviews associated with FAS program contracts in addition to actions taken under other contracts administered. Reviews contracting and contract modification records for consistency with prescribed procedures as well as for soundness of decision. Devises procedures for enhanced economy, efficiency, and effectiveness in the processing of contracting actions. Initiates, recommends, and implements quality improvement techniques to improve the processing of contracting actions. Provides assistance and expert advice to personnel in implementing process improvements.

  • This position has a requirement for the FAC-C (Professional) certification which mandates that the incumbent obtain and maintain the FAC-C (Professional) certification.

The GS-13 salary range starts at $122,198 per year.  

1102 Qualifications GS-13 & above:

You must meet the requirements in 1, 2, or 3 below:

1. All of a, b, and c below:

(a) Completion of Training/Certification: FAC-C (Professional)  or DoD Contracting Professional Certification. 

(b) At least 4years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and
(c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position.  However, to be promoted you will have to meet Option 1 or 3.  

3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist.

In addition, To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.

Specialized experience is one year of experience equivalent to the GS-13 in the Federal service. Specialized experience is experience overseeing an organization's acquisition policy activities related to the contracting function; ensuring that federal and agency acquisition regulations and statutory requirements are implemented across the entire spectrum of procurements; and overseeing the development, implementation, and communication of acquisition policies that directly affect the terms and conditions in contracts throughout the organization.

  • Expert knowledge of practices, theories, techniques, and methodologies of organizational management necessary to accurately assess operational effectiveness and to devise appropriate problem resolution methods. 
  • Ability to coordinate efforts of others in achievement of organizational and contractual goals. Ability to direct organizational activities through the development of effective internal policies and techniques. The incumbent must be able to examine, determine, and minimize the impact of policy decisions on those organizational and contractual goals.

  • Expert knowledge of and experience in formulating policy associated with the administration of high value, complex contracts. 

  • Ability to analyze quickly and soundly contractual problems and to develop sound resolutions to problems associated with the negotiation and administration of complex and sophisticated, highly visible contract alternatives.    

  • Extensive experience and effective skill in both written and oral communication, particularly with regard to the presentation of matters before various categories of recipients (i.e., within and outside the Federal community) and in the development of procurement policy.

  • Expert knowledge of and ability to interpret laws, regulations, principles and policies to generate new procurement concepts and to provide expert technical leadership, staff coordination and consultation in a functional area of procurement.

  • Ability to interact positively with individuals at all levels within the GSA organization, in the professional services, telecommunications and/or information technology industry, and in the various Federal branches.
