As a Management and Program Analyst at the GS-0343-11/12 grade level, some of your typical work assignments may include, but are not limited to, the following:

  • Using qualitative and quantitative techniques to analyze data.
  • Preparing spreadsheets, statistical, and analytical reports on a recurring and as needed basis.

Qualifications

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the education and/or experience required for the grade level(s) to which you apply.

To qualify at the GS-11 grade level, you must meet one of the following:

  • Specialized Experience: Experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. You must have at least one year (12 months) of specialized experience equivalent to at least the GS-09 grade level in the Federal service performing the following duties:
    1. Conducting special studies pertaining to asset forfeiture;
    2. Evaluating asset forfeiture program processes;
    3. Analyzing problems to make recommendations on technical issues;
    4. Preparing training materials to conduct training; AND
    5. Analyzing survey results to prepare summaries and reports.
OR
  • Education: You must have aPh.D. or equivalent doctoral degree, or 3 full years (54 semester hours) of progressively higher-level graduate education leading to such a degree, in Business Administration, Operations Management, or other directly related field demonstrating the knowledge, skills, and abilities necessary to do the work.
OR
  • Combination: You must have an equivalent combination of experience and education as described above that meets the total qualification requirements. Noting, only graduate education in excess of two years (36 semester hours) may be used when combining education and experience to qualify for positions at the GS-11 grade level.

To qualify at the GS-12 grade level, you must meet the following:

Specialized Experience: Experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. You must have at least one year (12 months) of specialized experience equivalent to at least the GS-11 grade level in the Federal service performing the following duties:
  1. Advising management and personnel on asset forfeiture program matters;
  2. Developing procedural or policy change recommendations;
  3. Preparing training materials to conduct training;
  4. Analyzing problems to make recommendations on technical issues;
  5. Analyzing survey results to prepare summaries and reports; AND
  6. Researching new or improved business and management practices for application to asset forfeiture programs.

Education

Your application package will be evaluated and rated under DOJ's Category Rating and Selection Procedures. Your application will then be placed in one of three categories: Best Qualified, Highly Qualified, or Qualified.

  • Best Qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors, and who are highly proficient in all requirements of the job and can perform effectively in the position;
  • Highly Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of the job;
  • Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.

U.S. Marshals Service

The United States Marshals Service (USMS) is the nation's oldest and most versatile federal law enforcement agency. The missions of the Service include protection of the judiciary, court security, witness security, asset seizure and forfeiture, fugitive apprehension, as well as prisoner transportation and custody.

This position is located in the United States Marshals Service, Asset Forfeiture Division (AFD). AFD is instrumental in supporting the priorities and initiatives of the Department of Justice (DOJ) Asset Forfeiture Program. Asset forfeiture authority is used to remove the financial incentives from crime, depriving criminals of the cash and other assets they rely upon to facilitate their illegal activity against our society, thereby dismantling criminal organizations. AFD manages the assets seized by federal law enforcement agencies nationwide. These assets could include but are not limited to cash, financial instruments, real estate, vehicles, commercial businesses, jewelry, and aircraft. Forfeited proceeds generated from these assets are used to compensate victims, supplement funding for law enforcement initiatives, support community programs, and fund the continued operations of the Program.
