Summary

This position is located in the Veterans Health Administration (VHA) Office of the Chief of Staff, under the administrative supervision of the Supervisory Program Specialist in Washington, DC. The incumbent serves as a Legislative and Regulations Program Specialist (Legislative) and provides primary staff support. Is a principal advisor to the Office of the Under Secretary for Health on legislative and regulatory issues.

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-14. At the GS-13 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-14. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds.


Major duties include, but not limited to:

  • Participates in identifying, monitoring, and initiating Agency action concerning legislative and regulatory proposals generated both within the Administration and within Congress.
  • Monitors departmental, administration and Congressional legislative and regulatory activities that could impact the VHA programs and keeps the Agency officials informed of the progress of such activities.
  • Participates in formulating position on legislation and communicates/advocates such position to other offices within and outside of the organization as appropriate.
  • Recommends and/or initiates Agency action as needed to affect change in such activities to further Veteran Administration and Agency mission goals and objectives.
  • Assists in the development of the Annual Legislative Program for the VHA.
  • Reviews proposals for Policy Board review.
  • Reviews newly-enacted legislation for regulatory requirements and assigns requirements to appropriate program offices.
  • Manages the program office's plan for completing Congressional reporting requirements and reviews the final product.
  • Assists in directing the preparation of testimony for the Department of Veterans Affairs officials for Congressional hearings that involve the Veteran Health program.
  • Writes and edits testimony and briefing papers, policy statements, presentations, internal and external correspondence, subject matter talking points and other written products.


Work Schedule: Monday through Friday from 8:00am - 4:30pm

Qualifications

To qualify or the Program Specialist (Legislative) GS - 13:

  • GS-13 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the Federal service that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes the following, but are not limited to: Monitors congressional and legislative activity that could impact health care programs and keeps agency leadership informed of such; Gathers and verifies facts in writing or editing materials, such as presentations and testimony for key executives for legislative and Congressional purposes; Experience in directing the review of draft bills, proposed presidential Executive Orders, draft regulations and State legislation or regulations affecting the agency; Experience in reviewing or analyzing new or amended legislation; Experience in coordination and integration of multiple projects and program offices. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.
To qualify or the Program Specialist (Legislative) GS - 14:
  • GS-14 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the Federal service that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes the following, but are not limited to: Monitors congressional and legislative activity that could impact health care programs and keeps agency leadership informed of such; Collects and displays data, conducts in-depth analyses, interprets and report results in a concise manner to a wide variety of audiences; Gathers and verifies facts in writing or editing materials, such as presentations and testimony for key executives for legislative and Congressional purposes; Experience in directing the review of draft bills, proposed presidential Executive Orders, draft regulations and State legislation or regulations affecting the agency; Experience in reviewing or analyzing new or amended legislation; Experience in coordination and integration of multiple projects and program offices. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates.
