Help

As a Senior Advisor, Geospatial Policy within the Federal Geographic Data Commitee (FGDC) Office of the Secretariat, some of your specific duties will include:

  • Provides policy-level advice and support to FGDC Executive Director, FGDC Chair(s), and National Geographic Advisory Committee (NGAC) Chair(s). Provides leadership and policy subject expertise in the geographic and geospatial discipline serving as the principal interface between the FGDC and other federal, state, local, Tribal, academic, private sector, and international users to implement the Geospatial Data Act of 2018 and intersecting legislation.
  • Leads or collaborates in the development of national policy, guidance, procedures, strategic plans, correspondence, federal register notices, congressional reports for publication, and other documents for the FGDC as appropriate.
  • Conceives, plans, conducts, and coordinates broad policy studies of national and international significance, the development and implementation of policy, public-private partnerships, data life-cycle management, technology, and geospatial portfolio management. Organizes and conducts studies, leads teams, and manages multi-year projects to support and enhance the national and international goals and objectives of the National Spatial Data Infrastructure (NSDI).
  • Responsible for ensuring that Federal Advisory Committee Act (FACA) requirements for membership, meetings, and committee operations are met; ensuring that all public notice requirements, record-keeping, and congressional reporting requirements are met; and high-level facilitation among committee members, subcommittees, and federal managers with a stake in committee operations.

Are There Any Special Requirements For This Position?
  • Because this position requires travel for official business, the selectee will be required to apply for a charge card within 30 calendar days of appointment. Qualifications

BASIC EDUCATION REQUIREMENT: Applicants must meet A or B below to satisfy the basic education requirement for Data Scientist, all grade levels.

A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

**OR**

B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.

GS-15:
In addition to the basic education requirement as stated above, applicants must meet the following to qualify for the GS-15 level:

**One year of appropriate professional experience that is directly related to the duties of the position to be filled is qualifying if it is equivalent to at least the GS-14 level in the Federal service, and if it equipped the applicant with the knowledge, skills and abilities to perform successfully the duties of the position.
Specific examples of professional experience are:

  • Evaluating, Implementing and/or applying Federal or State geospatial laws, regulations, or policies (e.g., Geospatial Data Act of 2018, OMB Circular A-16, OMB Circular A-119, etc.);
  • Providing advice and guidance to advisory committees and/or councils of senior leaders, cooperative, working groups, boards and panels, applying applicable statutory, regulatory, or legal requirements;
  • Developing strategic or implementation plans, working across multiple stakeholders, for advancing objectives of a Federal, State or Local governments or large organizations;
  • Providing advice and recommendations to senior leadership on implementation of or compliance with statutory or regulatory requirements and policies or procedures, representing stakeholders in negotiations, and preparing detailed written or presentation materials.
Selective Placement Factor - In addition to meeting the basic qualifications described above, you must also meet the following selective placement factor in order to qualify for this position: Do you have knowledge and experience with the Geospatial Data Act of 2018?
