Duties

Help

As a Supervisory Contract Specialist (Director Division of Procurement Services), you will:

  • Provide executive direction, guidance, and leadership for technical and administrative operations associated with the FS acquisition program.
  • Provide leadership, oversight, and direction on all matters under the functional responsibility of the division to ensure the achievement of program goals; supervise, plan, organize, and direct the work of the staff; ensure that an effective and technically knowledgeable staff is maintained.
  • Exercise initiative, resourcefulness, and experienced judgment in interpreting and applying such guides, as well as developing and implementing solutions to problems that are unique and outside the scope of current written guidelines.
  • Work closely with the Bureau Chief Procurement Officer (BCPO), senior officials, customers, and subordinate management in providing leadership in assessing division mission and work requirements and in developing goals and objectives, planning for accomplishment, reviewing status and progress, providing management guidance and direction, and providing advice and/or decisions on operational and policy matters.

  • Must successfully complete a background investigation. Periodic reinvestigation is required no later than five years after selection and at least every succeeding five years.
  • Public Trust - Background Investigation will be required.
  • Obtain and use a Government-issued charge card for business-related travel.
  • File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.
  • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé.

Specialized experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service, that includes applying program management principles to direct the day-to-day operations of an organization. Examples of such experience could include:
- Experience consulting with, making recommendations to and implementing solutions for executive level staff; OR
- Planning, organizing and directing operations to include growth management, cost control and savings; OR
- Experience advocating program services to potential users and stakeholders (e.g. developing professional networks): OR.
- Experience leading people through organizational change.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15, you must have been at the GS-14 level for 52 weeks.

Education

Individual Occupational Requirements (IOR):
A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions:
You must hold a certificate in either the legacy FAC-C Level III in Federal Acquisition in Contracting (FAC-C) or FAC-C Professional, or Department of Defense (DoD) Contracting Professional.
AND
B. At least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the GS-14 level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
AND
C. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
OR
D. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade.
