Help

This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.

MAJOR DUTIES:

As a Management Analyst at the GS-9 and GS-11 levels, you serve as a staff analyst, evaluator and advisor to management on the effectiveness and efficiency agencies, and their components to carry out their assigned programs and functions.

Your major duties and responsibilities include:

  • Applying various qualitative and quantitative methods for the analysis and evaluation of internal, organizational administrative operations to determine their efficiency and effectiveness.
  • Analyzing and evaluating the management practices and methods, and administrative operations of an organizational unit or segment of an organizational unit.
  • Compiling data and preparing administrative status reports.
  • Reviewing internal processes and procedures, making recommendations for improvements to promote efficiency and cost savings.
  • Evaluating the quality, effectiveness and responsiveness of the management services and in identifying areas for potential improvement.
  • Developing policies, guidelines, instructions and procedures for administrative and management requirements.

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

GS-9: Applicants may meet the minimum qualifications for this grade based on one of the three methods below:

1. EXPERIENCE: Your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience that is comparable in difficulty and responsibility to at least the GS-7 level in the federal service.

Examples of minimum qualifying specialized experience equal to the GS-7 level include performing the following types of tasks on a regular and recurring basis:

  • Evaluating quantitative and qualitative data related to administrative and/or operational work processes and procedures in order to identify, document and recommend solutions to problems such as duplication, overlapping functions and continuing resource needs.
OR

2. Have a Master's or equivalent graduate degree or at least 2 full years of progressively higher-level graduate education leading to such a degree or an LL.B. or J.D. To be qualifying, the higher-level graduate education must be in a major field of study in business administration, accounting, management, or finance or other field of study with course work directly related to the work of this position.

OR

3. Have an equivalent combination of the above minimum qualifying specialized experience AND higher-level graduate education directly related to the work of this position that meets 100% of the qualification requirements for this position.

GS-11: Applicants may meet the minimum qualifications in one of the three methods listed below:

1. EXPERIENCE: Your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-11level in the federal service.

Examples of minimum qualifying specialized experience equal to the GS-9 level include performing the following types of tasks on a regular and recurring basis:
  • Conducting quantitative or qualitative analytical work (e.g., workflow or workload studies, life cycle cost analyses of projects, cost benefit or economic evaluations, etc.) to evaluate the effectiveness, efficiency or productivity of organizational programs and operations including providing written recommendations for improvements.
OR

2. Have a Ph.D. or equivalent doctoral degree or at least 3 full years of progressively higher-level graduate education leading to such a degree or an LL.M. To be qualifying, the higher-level graduate education must be in a major field of study in business administration, accounting, management, or finance or other field of study with course work directly related to the work of this position.

OR

3. Have an equivalent combination of the above minimum qualifying specialized experience AND higher-level graduate education directly related to the work of this position that meets 100% of the qualification requirements for this position.

RESEARCH AND EVALUATION - Knowledge of the principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.

ADMINISTRATION AND MANAGEMENT - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.

MANAGES AND ORGANIZES INFORMATION - Identifies a need; gathers, organizes, and maintains information; determines its importance and accuracy, and communicates it by a variety of methods.

Education
