This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.

MAJOR DUTIES:

As a Management Analyst at the GS-12 and GS-13 levels, you serve as a staff analyst, evaluator, and advisor to management on the effectiveness and efficiency of agencies, and their components to carry out their assigned programs and functions. The primary purpose of your work is to provide managers with objectively based information for making decisions on the administration and programmatic aspects of agency operations and management.

Your major duties and responsibilities include:

  • Analyzing and evaluating the management practices and methods, and administrative operations of substantive organizations and complex functions.
  • Designing and conducting time sensitive analytical and evaluative studies of administrative management systems, work simplification, resource utilization, and decision-making studies.
  • Reviewing and evaluating managerial policies and procedure to determine gaps where additional guidance is needed and analyzes the impact of new or proposed legislation on agency operations.
  • Formulating and recommending additional policies and procedures or modifications to existing guidance to improve the efficiency and effectiveness of managerial operations.
  • Advising managers and program official on policies and procedures including actions to be taken to accomplish work in accordance with established requirements.
  • Compiling data and preparing administrative and management reports that emanate from high echelons in the organization.

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

GS-12: Your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience that is comparable in difficulty and responsibility to at least the GS-11 level in the federal service.

Examples of minimum qualifying specialized experience equal to the GS-11 level include performing the following types of tasks on a regular and recurring basis:

  • Conducting multiple quantitative and qualitative studies of an organization's administrative and management operations and work processes (e.g. systems, manpower utilization, productivity management, workflow, and document management), to examine and identify deviations from established standards and policies.
OR
  • Creating statistical or narrative reports, summaries, spreadsheets, etc. using the quantitative or qualitative data/information collected from studies, surveys, assessments, etc. of business processes, workforce/workflow, manpower utilization, etc.
GS-13: Your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience that is comparable in difficulty and responsibility to at least the GS-12 level in the federal service.

Examples of minimum qualifying specialized experience equal to the GS-12 level include performing the following types of tasks on a regular and recurring basis:
  • Developing and conducting a variety of quantitative and qualitative projects, studies, and surveys to identify and resolve business process inefficiencies, bottlenecks, redundancies.
AND
  • Developing and implementing resources and tools (e.g. Standard Operating Procedures, dashboards, spreadsheets, forms/templates, etc.) for improving administrative and management processes, workflows, etc.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

A COMPETENCY is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions.

MANAGEMENT ANALYSIS - Conducts research and solves organizational inefficiencies to increase the effectiveness of the organization.

REASEARCH AND EVALUATION - Knowledge of the principles, methods, and processes used to conduct a systematic and systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.

ADMINISTRATION AND MANAGEMENT - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.

BUSINESS PROCESS REENGINEERING - Utilizes methods, metrics, tools, and techniques to analyze and design workflows and business processes within an organization to improve outcomes, customer service, decrease operating costs, increase efficiency and effectiveness of operations, etc.
